«Իշխանությունը, ընդդիմությունը և քաղաքացիական հասարակությունը կարծես թե պայմանավորվեցին կրկին հանդիպել և քննարկել Ընտրական օրենսգիրքը ՝ այն հեռանկարով, որ այդ բանակցությունների արդյունքով կգումարվի Ազգային ժողովի արտահերթ նիստ, և օրենսգիրքը կփոխվի՝ հաշվի առնելով «ոչ իշխանական» 4 + 4 +4-ի ցանկությունները։ Դա, անշուշտ, դրական քայլ է, որը, կարծում եմ, հնարավոր դարձավ ոչ միայն իշխանության բարի կամքի, այլև ԵՄ պատվիրակության ղեկավար Պյոտր Սվիտալսկու հետևողականության և ԵԱՀԿ/ԺՀՄԻԳ-ի քիչ թե շատ սկզբունքային դիրքորոշման շնորհիվ։

Ի՛նչն Է կարոդ խանգարել այդ բանակցությունների հաջողությանը։ Երկու բան։ Նախևաոաջ՝ մանր– ճունր միջադեպերը։ Երկրորդ վտանգն այն է, որ ՀՀԿ-ն, այնուամենայնիվ, շարունակի երկու ոտը դնել մի կոշիկի մեջ ու ընդդիմությանը էական զիջում չանի՝ «խորամանկորեն» ասելով, թե անում է։

Բայց նույնիսկ եթե բոլոր հարցերում կողմերը կարողանան կոնսենսուսի հասնել, բայց կեղծ «համամասնական» կամ «բաց ցուցակներով» ընտրակարգը մնա, ապա, միևնույն է, 2017 թվականին ՀՀԿ–ի վերարտադրության շանսերը շատ բարձր կլինեն։ Ցավոք, արևմտյան գործընկերներն այս հարցում իշխանության վրա առանձնապես ճնշում չեն գործադրում։ Ասում են՝ առաջարկվող համակարգը չի  հակասում  միջազգային փորձին»,–գրում է թերթը։
