««168 ժամը» Սարգսյան—Ալիև հանդիպման մասին զրուցեց ԱՄՆ պետքարտուղարի Հարակային Կոկկասի հարցերոկ նախկին օգնական, Ադրբեջանում նախկին դեսպան, ԵԱՀԿ Մինսկի խմբի ամերիկացի նախկին համանախագահ, Տալինում Պաշտպանական հետազոտությունների միջազգային կենտրոնի տնօրեն Մեթյու Բրայզայի հետ։

-   Պարոն Բրայզա, Վիեննայում Սարգսյան-Ալիև բարձր մակարդակի հանդիպումից հետո հերթական նախագահական հանդիպումը ծրագրվում է անցկացնել առաջիկա օրերին։ Ամենայն հավանականությամբ, այս անգամ հանդիպումը կկազմակերպվի Ռուսաստանում՝ Սանկտ Պետերբարգում, որի վերաբերյալ ՌԴ ԱԳՆ-ն որոշ արտահոսքեր թույլ տվեց։ Ըստ Ձեզ՝ ի՛նչ կարելի է սպասել նախատեսվող հանդիպումից՝ հաշվի առնելով նաև ՌԴ֊ում դրա անցկացման փաստը։

-  Նմանատիպ հանդիպումը կլինի Վիեննայի հանդիպման շարունակությունը։ Առաջիկա հանդիպումը նախագահներին հնարավորություն կտա վերսկսել քաղաքակիրթ երկխոսություն ստեղծելոկ հիմք հետագայում շրջանակային համաձայնագրի համար, որը հիմնկած կլինի Մադրիդյան սկզբունքների վրա։ Լակ Է, որ նրանք հանդիպելու են։ Կարծում եմ, որ սա նաև ազդանշան Է այն մասին, որ նախագահ Պուտինը փորձում Է լցնել այն դիվանագիտական բացը, որը թողել Էր Օբամայի աշխատակազմը իր հարաբերական լռությամբ ապրիլյան բռնության ընթացքում և դրանից հետո։ Կարծում եմ, որ ընդհանուր առմամբ Պուտինը հետաքրքրված չէ կարգավորմամբ, բայց   նա   նվազագույնը   կարող   Է ձևակորել կառուցողական երկխոսություն Սարգսյանի և Ալիևի միջև, դա ողջունելի կլինի։ Բայց չի լինի կարգակորում, եթե լինի Ռուսաստանը միայնակ, ինչպես Պուտինն է ցանկանում։ Նա ցանկանում Է սեփական ուժերոկ ղեկավարել գործընթացը, բայց կարծում եմ ոչ մի կողմ չի վստահի նման տեսակի բանակցություններին, նրանք կցանկանան հավասարակշռություն Մինսկի խմբի մյուս համանախագահների կողմից։

-  ՌԴ նախագահի մամլո խոսնակ Դմիտրի Պեսկովը, ապա՝ ՌԴ ԱԳՆ պաշտոնական ներկայացուցիչ Մարիա Զախարովան, անդրադառնալով հանդիպմանը, նշել էին, որ այն եռակողմ Է լինելու, այսինքն՝ Սարգսյան-Պուտին-Ալիև ձևաչա– փով։ Ենթադրաբար, ՄԽ արևմտյան համանախագահները չեն մասնակցելու բանակցություններին։ Նման փորձ եղել Է Ռուսաստանի հովանու ներքո անցկացվող նախկին հանդիպումների ժամանակ։ Ի՛նչ Է սա նշանակում։

-   Սկզբունքորեն, Եթե այդ Եռակողմ կոչվող հանդիպմամբ, ինչպես Սեդվեդևն Էր ցանկանում բեկում մտցնել գործընթացում, Պուտինը հանձն Է առել բեկում մտցնել օգնելով վերջնականացնել կարգավորման հիմնարար սկզբունքները, ապա հիանալի կլինի։ Բայց Ես չեմ հավատում, որ նա դա Է ցանկանում։ Ես կարծում Եմ, որ նա ցանկանում Է տպակորություն ստեղծել նախագահներ Սարգսյանի և Ալիևի մոտ, որ միայն ինքը նախագահ Պուտինն Է իրական խաղացողը։ Ես չեմ հավատում, որ նա երբևէ ցանկացել է կարգավորում և կցանկանա։ Ես նույնիսկ կարծում եմ, որ Սեդվեդևը գուցե ցանկանում էր։ Բայց ես այն համոզմանն եմ, որ նախագահ Պուտինն այնուամենայնիվ կգտնի եղանակներ արգելափակելու համար կերջնական կարգակորումը, որովհետև նա բազմիցս ապացուցել է, որ հետաքրքրկած է Հարավային Կովկասում այս հակամարտության եռացող վիճակի շարունակականությամբ։

Ուստի կարող եմ ասել, որ լավ է, որ նախագահները հանդիպում են, բայց չեմ կարծում, որ Պուտինի հովանու ներքո հնարավոր է հասնել կարգավորման, քանի որ նա դա չի ցանկանում։
