Կոռուպցիոն ռիսկերի նվազեցում՝ բյուրոկրատիայի կրճատմամբ

Անի Սանոսյանը ֆեյսբուքյան իր էջում գրում է.
21-րդ դարում բյուրոկրատական քաշքշուկներն արդեն անընդունելի են և դրանք իրենցից ենթադրում են կոռուպցիոն ռիսկերով լի բազմաթիվ գործարքներ: Հետսովետական տարածաշրջանի երկրներում, սակայն դեռ պահպանվում են մեկ փաստաթղթի համար մի քանի կառույցներ գնալ-գալու «կանոնները»: Այս խնդրի լուծման համար դեռ 2014 թվականին ՀՀ կառավարությունն ընդունեց միասնական էլեկտրոնային կառավարման համակարգը, որով «Մեկ պատուհանի» սկզբունքով ապահովվում է ՔԿԱԳ տարածքային բոլոր բաժինների միավորման միջոցով սեղմ ժամկետում քաղաքացիներին ցանկացած ծառայություն մատուցելու հնարավորությունը:
Այս համակարգը, որոշ չափով թեթևացրեց քաղաքացիների ժամանակային ու նյարդային «ծախսերրը», սակայն ժամանակը կանգնած չէ և ամեն պահի պետք են թարմացումներ: Այս ամենը գիտակցելով՝ գործադիրն իր ավելի վաղ ընդունած որոշումներից մեկում կատարել է փոփոխություններ և լրացումներ, որոնցով կընդլայնվեն քաղաքացիական կացության ակտերի գրանցման (ՔԿԱԳ) ոլորտում քաղաքացիներին մատուցվող ծառայությունները, կբարելավվի դրանց որակը:
Նշված համակարգը կարևոր է նաև իր հակակոռուպցիոն նշանակությամբ: Դրա կիրառման շնորհիվ մարդիկ ավելի հեշտությամբ են օգտվում պետական ծառայություններից և այն ապահովվում է թափանցիկությունը, ինչը կարևոր է հակակոռուպցիոն ռազմավարության գործադրման տեսակետից: Այսպիսով առաջարկվում է ընդլայնել նաև իրավաբանական անձանց պետական գրանցման ոլորտում մատուցվող ծառայությունների ցանկը, որոնց ներդրմամբ հնարավոր կլինի նաև ՔԿԱԳ ոլորտում բացառել ստվերային շրջանառությունը, քաղաքացիներին ազատել նշված ծառայություններն ստանալու նպատակով մի շարք մարմիններ դիմելու ավելորդ քաշքշուկից և մեկտեղել որոշ ծառայությունների մատուցման գործողությունները:
