Գործատուների միության նախագահը վստահեցնում է՝ Հարկային նոր օրենսգրքում «գաղտնի բաներ» չկան

Ազգային ժողովն առաջին ընթերցմամբ ընդունեց Հարկային նոր օրենսգիրքը։ Գործատուների հանրապետական միության նախագահ Գագիկ Մակարյանը Past.am-ի հետ զրույցում տեղեկացրեց, որ այդ ծավալուն փաստաթուղթը գործատուների և գործարարների մասնակցությամբ ակտիվ քննարկվել է:

Մակարյանի խոսքով՝ Գործատուների հանրապետական միության որոշ առաջարկներ հաշվի առնվել են փաստաթղթում, որոշները՝ ոչ:

«Օրենսգրքում հստակեցված են շատ խնդիրներ: Մենք դեմ չենք, որ առևտրային կազմակերպությունների համար հարկային շեմը դառնա 40 միլիոն դրամ, դա ավելի հավասար մրցակցային պայմաններ կստեղծի:

Նախատեսվում է որոշակի ակցիզահարկերի չափերի բարձրացում, օրինակ՝ օղու, բենզինի, գազի և այլն, բայց ոչ գինիների, կոնյակի կամ մրգային օղու, որը թույլ է տալիս Հայաստանում մրցունակությունն այդ շուկաներում պահպանել: Եկամտահարկը անհասկանալի եղավ, տրամաբանություն չկա:

Ասում են՝ Համաշխարհային բանկի դրդումով են արել, որովհետև առաջ քսան տոկոս էր նախատեսված: Բայց մինչև 120.000 դրամ աշխատավարձ ստացողների եկամտային հարկի դրույքաչափը դառնում է 23 տոկոս՝ իջնելով 1,4 տոկոսով: 1 միլիոն դրամից ավելի ստացողների համար էլ հարկը մոտ 3 տոկոս նվազում է` դառնալով 33 տոկոս: Միջանկյալը, այսինքն՝ 120.000-ից 1 միլիոն ստացողների համար, հարկն ավելանում է 2 տոկոսով: Այնպես որ, եթե գումարենք-հանենք, կարող է պետությունը ոչինչ չշահել»,- նշեց մեր զրուցակիցը՝ հավելելով, որ, ընդհանուր առմամբ, դրական կարծիք ունի օրենսգրքի նկատմամբ:

Անշուշտ, ըստ Մակարյանի, կան խնդիրներ, բայց դրանք կարելի է քննարկել և լուծել:

«Ներդաշնակեցվել են շատ հակասող դրույթներ: Այստեղ կաշխատի ներքին պատժամիջոցների ինստիտուտը, որպեսզի թերացումեր չլինեն՝ կապված սխալ ակտերի, սխալ տեսչական որոշումների հետ:Սա կարող է ավելի լավ լինել, թափանցիկ և գուցե կանխարգելի կոռուպցիան: Պարզ ասեմ՝ վտանգավոր և գաղտնի բաներ այստեղ չկան: Սա լավագույն օրինակն է, երբ պետական մարմինները ու մասնավորի շահերը ներկայացնողները և՛ աշխատանքային օրերին, և՛ շաբաթ-կիրակի քննարկել են, ամեն բան հաշվի են առել: Պետական և մասնավոր հատվածի միջև եղել է լավ երկխոսություն»,- ավելացրեց Գագիկ Մակարյանը:
