ՀՀ-ում քաղաքական մշակույթը կարող է բարձրանալ մեկ մակարդակով
Երեկ երեկոյան հայաստանյան քաղաքական դաշտում տեղի ունեցավ առաջին հայացքից սովորական, ոմանց համար նույնիսկ կասկածելի, բայց իրականում աննախադեպ մի իրադարձություն: Ազգային ժողովի հինգ խմբակցություններ՝ ՀՀԿ, ՀԱԿ, ԲՀԿ, ՀՅԴ, ՕԵԿ, համաձայնության եկան ընտրական օրենսգրքում փոփոխություններ կատարելու մի քանի հիմնական կետերի շուրջ:
Ինչո՞վ էր գործընթացն աննախադեպ:
Նախ նրանով, որ կոնսենսուսն առհասարակ կայացավ իշխանության՝ մասնավորապես ՀՀԿ-ի և արմատական ընդդիմության՝ ՀԱԿ, ԲՀԿ-ի միջև: Սովորաբար մեր իրականության մեջ համաձայնության հաջողվում էր գալ ընդդիմության ներկայացուցիչների միջև կամ իշխանության ներկայացուցիչների միջև՝ առանձին-առանձին: Ֆիկսենք, սա առաջինը:
Երկրորդ՝ կայացած կոնսենսուսն ընդգրկում է բավականաչափ մեծ թվով և ԱԺ-ում առավել ազդեցիկ խմբակցությունները:
Երրորդ՝ իշխանությունները երկար ժամանակ է, ինչ չէին համաձայնվում ընտրական գործընթացին վերաբերող առանցքային փոփոխություններ կատարել: Խոսքն այն փոփոխությունների մասին է, որոնք առաջարկում էր ընդդիմությունը, մասնավորապես, տեսախցիկներով նկարահանվելու է ամբողջ ընտրական գործընթաց ընտրատեղամասերում, կիրառության մեջ է դրվում ընտրողների մատնահետքերով նախնական էլեկտրոնային գրանցման համակարգը, ընտրողների ստորագրված ցուցակները լիարժեք հասանելի են դառնում ստուգումների համար:
Չորրորդ՝ այս քաղաքական ուժերը համաձայնության են եկել պետության զարգացման ու ժողովրդավարության կայացման գործընթացի համար կարևորագույն մի փաստաթղթի շուրջ: Գալիք տարում սպասվում են խորհրդարանական ընտրություններ, որն ուրվագծելու է Հայաստանի հաջորդ հինգ տարիների ապագան, Ընտրություններն այն գործընթացն է, որը հիմնաքարային է իշխանությունների ձևավորման ու քաղաքական գործընթացների առումով:
Հայաստանում 1991 թվականից այս կողմ բոլոր ընտրությունները վիճարկվել են ոչ փոքրաթիվ ընդդիմադիր զանգվածների կողմից: Այս համաձայնությունը թույլ կտա առաջիկա համապետական ընտրություններին հաղորդել առավելագույն լեգիտիմություն ու թափանցիկություն:
Այս իրադարձությունը կարող է նախադեպ հանդիսանալ, որ առաջկայում այլ հարցերի շուրջ ևս ընդդիմության ու իշխանության միջև առողջ քննարկումներ ծավալվեն, առաջանա փոխըմբռնման մթնոլորտ և արդյունքում կայանա կոնսենսուս: Հայաստանի քաղաքական դաշտին այդ երևույթն իրոք պակասում է: Եվ եթե այս սկիզբը շարունակություն ունենա, կարելի կլինի արձանագրել, որ Հայաստանում քաղաքական մշակույթը մեկ մակարդակով բարձրացել է:
