ԸՕ-ի շուրջ կոնսենսուսը` իշխանության և ընդդիմության շահերի «համաձուլվածք»

Յուրաքանչյուր երկրում ընտրական գործընթացները կազմակերպվում են որոշակի օրինաչափություններից ելնելով։ Ընտրական գործընթացի կազմակերպումը հանդիսանում է շատ կարևոր և պատասխանատու գործընթաց, որի կազմակերպումից է կախված տվյալ երկրի ժողովրդավարության աստիճանը, ինչպես նաև քաղաքական համակարգի կայացվածության աստիճանը և քաղաքական գործընթացներին հասարակության մասնակցության աստիճանը:
Նպատակ ունենալով ապահովվել ընտրական ինստիտուտների զարգացումը երկրներում, շատ երկրներում պարբերաբար թարմացվում են, փոփոխություններ են մտցվում ընտրական գործընթացում: Ներկայումս Հայաստանը ևս գտնվում է այսպիսի փուլում. կազմվում է նոր Ընտրական օրենսգիրքը, ճշգրտվում են օրենսգրքում ներառված դրույթները:
Հայաստանի համար լրջագույն խնդիր է ընտրական գործընթացի կազմակերպման և անցկացման թափանցիկության ապահովվումը և ընտրական տեխնոլոգիաների առաջընթացը, ինչը թույլ կտա, որպեսզի նվազի նաև հանրության անվստահությունը ընտրական գործընթացների նկատմամբ: Այս ամենին հասնելու հարցում պահանջվում է, որպեսզի նոր ԸՕ-ն բխի հասարակության հնարավորինս լայն շերտերի շահերը արտահայտող ընդդիմադիր և իշխանական քաղաքական և հասարակական ուժերի շահերից, այսինքն` լինի կոնսենսուսային փաթեթ, որը հնարավորություն կտա, որպեսզի ընտրությունները լիովին արտացոլեն հասարակության կողմնորոշումը:
«4+4+4» ձևաչափի քննարկումների արդյունքում ՕԸ-ի վերաբերյալ համաձայնության կայացումը այս տեսանկյունից նախադեպային է, քանի որ համաձայնության կայացումը այն եզակի դեպքերից է, երբ իշխանությունը և ընդդիմությունը փողզիջման են հասնում` սահմանափակելով սեփական ամբիցիաները` ի հաշիվ ընդհանուրի շահերի:
Մնում է նշել, որ քաղաքական ուժերի ստորագրած փաստաթղթում ամրագրված համաձայնությունը դեռևս պետք է գործնական կիրառության ստանա, ինչը հնարավորություն կտա տեսնել համաձայնության արդյունքները:
