Alaco Dispatches խորհրդատվական կազմակերպության վերլուծաբան Ջոնաթան Մելիսը հանդես է եկել Լեռնային Ղարաբաղի հակամարտության կարգավորման թեմայի վերաբերյալ ծավալուն անդրադարձով, որը մասնակի կրճատումներով ներկայացնում ենք ստորև:
«Թեև միջազգային հանրության ուշադրությունը նոր թափով է կենտրոնացել Հայաստանի ու Ադրբեջանի միջև հետագա բռնությունները կանխելու հարցի վրա, այնուհանդերձ` տևական հակամարտության վերջնական լուծման հեռանկարը շատ մշուշոտ է: Չնայած, որ հունիսի 20-ին Հայաստանի ու Ադրբեջանի նախագահներ Սերժ Սարգսյանն ու Իլհամ Ալիևը հանդիպելու են իրենց ռուս գործընկեր Վլադիմիր Պուտինի նախաձեռնությամբ, սակայն երկու կողմերն էլ դեռևս պատրաստ չեն հանուն խաղաղության զիջումների գնալու մտքին»,- գրում է հեղինակը` հիշեցնելով «քառօրյա պատերազմի» ու դրան հաջորդած հրադադարի մանրամասների մասին:
Մելիսը նկատում է, որ թեև ռուսական դիվանագիտական խողովակներին մոտ կանգնած աղբյուրները ենթադրում են, որ վերոհիշյալ հանդիպման շրջանակում կարող է հակամարտության համապարփակ կարգավորման ծրագիր ընդունվել, այնուհանդերձ` ակնհայտ է, որ կնքվելիք ցանկացած համաձայնագիր հրադադարի կայունությունն ամրապնդող փաստաթղթից ավել բան չի կարող լինել:
«Անհերքելի փաստ է, որ բարձրաստիճան դիվանագետների գործադրած ջանքերը դրական ազդեցություն են ունեցել իրավիճակի լարվածությունը թուլացնելու հարցում, սակայն իրական առաջընթացն անհնար կլինի այնքան ժամանակ, քանի դեռ 2 երկրների կառավարություններն ու բնակչությունը պատրաստ չէ գնալ փոխզիջման»,- եզրակացնում է հոդվածագիրը:
Հեղինակը հավելում է, որ ԼՂ հակամարտության կարգավորման հեռանկարին վնասում է նաև այն հանգամանքը, որ ԵԱՀԿ Մինսկի խմբի համանախագահների միջև հարաբերությունները զգալի վատացել են: Իսկ դա, ըստ Մելիսի, անիրատեսական է դարձնում հարցի խաղաղ լուծման համար միասնական ճակատ ստեղծելու հեռանկարը:
«Պետք չէ նաև անտեսել Թուրքիայի ու Ռուսաստանի հարաբերությունների վատթարացման փաստը, ինչը ևս չի բխում ԼՂ հակամարտության կարգավորման շահերից ու թույլ չի տալիս, որպեսզի միջազգային հանրությունը հանդես գա լուծման միասնական տարբերակով»,-եզրափակում է վերլուծաբանը:
