Պետերբուրգյան հանդիպման հնարավոր հաջողությունը նաև Մոսկվայի միջնորդական հեղինակության հարց է

Այսօր Սանկտ Պետերբուրգում ՌԴ նախագահի միջնորդությամբ հանդիպելու են Հայաստանի ու Ադրբեջանի նախագահները: Օրակարգում ԼՂ շուրջ ձևավորված իրավիճակն է:
Պարզ է, որ այս հանդիպման հիմնական հարցը հետևյալն է. ի՞նչ սպասել ապրիլյան սրացումներից հետո ԼՂ հարցում.... Սովորաբար ռուսաստանյան հանդիպումները բավական անկանխատեսելի են. երբեմն էլ հանգեցնում են շփման գծում իրավիճակի կտրուկ սրմանը: Ի դեպ նախօրեին Ադրբեջանը 25 000-ոց՝ «վաղուց պլանավորված» զորավարժություններ է սկսել հակամարտության գոտուն մոտ ներքին տարածաշրջաններում:
Սակայն այսօր, ապրիլյան սրացումներից հետո, իրավիճակի շեշտադրումները կարծես քիչ այլ են: Ապրիլյան դեպքերից հետո տեսանելի դարձավ, որ ՌԴ-ն, հավանաբար, ավելի շուտ դեմ է, քան կողմ, ռեգիոնում՝ այդ թվում Թուրիքիայի ստվերային ներգրավվածությամբ, իրավիճակի սրմանը: Մյուս կողմից՝ ՌԴ-ի նման մոտեցման վրա ազդում են մի շարք այլ հանգամանքներ՝ Ուկրաինայում ու Սիրիայում ճգնաժամի լուծման ձգձգումը, Եվրոպա (ԵՄ, ՆԱՏՕ)-ՌԴ հակադրությունը, տնտեսական սանկցիաները և ՌԴ-ում տնտեսական իրավիճակի սրացումը, էներգակիրների շուկայում գների դինամիկան և հեռանկարում Միջին Ասիայում սպասվելիք ներքին լարվածության նոր օջախների ի հայտ գալը:
Վերոնշյալ իրողությունները պայմաններ են ստեղծում, որ ՌԴ-ի կողմից ճնշումների ենթարկվեն ԼՂ հակամարտության մեջ ներգրավված բոլոր կողմերը, քանի որ այս հարցում հակամարտության կողմերից որևէ մեկին Մոսկվայի աջակցությունը կարող է դատապարտել վերջինիս «ռեգիոնալ քաղաքականությունը»: Ռուսաստանը, ինչպես իրավացիորեն նշում է Ա.Մարկեդոնովը, ցանակում է, որ «իրավիճակը մնա այնպիսին, ինչպիսին կա», քանի որ դա Մոսկվային հակամարտությունը, ուստի նաև կողմերին «վերասկսելու» ռեսուրս ու հնարավորություն է տալիս:
Մյուս կողմից՝ ռազմական էսկալացիան ինչ-որ մի կետից հետո անխուսափելիորեն ստիպելու է Մոսկվային ռազմաքաղաքական ընտրություն կատարել Հայաստանի ու Ադրբեջանի միջև, որը վատագույն ռեգիոնալ սցենարն է ՌԴ-ի համար: ՀՀ-ն ՀԱՊԿ անդամ է և առկա է փոխադարձ իրավաքաղաքական պարտավորվածություն անվտանգության ոլորտում: Մյուս կողմից՝ ընտրելով ՀՀ-ին, ՌԴ կորցնում է իր համար այդքան կարևոր Ադրբեջանին: Ուստի, խուսանավելով, պետք է փորձել հավասարակշռություն պահպանել բոլոր կողմերի հետ հարաբերություններում էլ:
Այսօրվա հանդիպումից մաքսիմալիստական սպասումներ հավանաբար պետք չէ ունենալ: Եթե հնարավոր լինի կողմերից երկուսի մասնակցությամբ ստանալ իրական երաշխիքներ ռազմական իրավիճակի չսրման ուղղությամբ ու որոշակիորեն առաջ գնալ Վիեննայի հանդիպման օրակարգում դիրքրոշումների մոտեցման առումով, ապա դա արդեն կլինի որոշակի ձեռքբերում:
Պակաս կարևոր չէ նաև, որ հանդիպման ժամանակ որոշակի կոնկրետ հաջողության հասնելը նաև ՌԴ-ի միջնորդական հեղինակության պահպանման գործոն է, ուստի Մոսկվան ջանք չի խնայի կողմերի մոտեցումների մերձեցման կամ գոնե ինչ-որ մի բաղադրիչի մասով որոշակի ցուցադրելի արդյունք ստանալու գործում:
