Երևան քաղաքի Ծիծեռնակաբերդի խճուղու սկզբնամասում 2016թ. մայիսի 20-ին տեղի ունեցած ճանապարհատրանսպորտային պատահարի դեպքի վայր ժամանած ոստիկանության ծառայողները պատահարի մասնակցի ավտոմեքենայից հայտնաբերել են ԱԿ-74 տեսակի երկու ինքնաձիգ՝ 120 փամփուշտներով: Հիշյալ ավտոմեքենայի վարորդն ու ուղևորն ապօրինի կերպով զենք և ռազմամթերք պահելու և փոխադրելու կասկածանքով բերման են ենթարկվել ոստիկանություն: Այս մասին  տեղեկացրին ՀՀ քննչական կոմիտեի դեպարտամենտի տեղեկատվության և հասարակայնության հետ կապերի բաժնից:

Դեպքի առթիվ հարուցվել է քրեական գործ՝ ՀՀ քրեական օրենսգրքի 235-րդ հոդվածի 2-րդ մասով:

ՀՀ քննչական կոմիտեի ՀԿԳ քննության գլխավոր վարչությունում իրականացված քննչական գործողությունների արդյունքում պարզվել է վարորդի, ուղևորի ինքնությունը, ինքնաձիգների շրջանառության հանգամանքները:

Մասնավորապես՝ քրեական գործի շրջանակներում համատեղ քննչական և օպերատիվ-հետախուզական մեծածավալ միջոցառումների արդյունքում պարզվել է, որ Ժիրայր Սեֆիլյանը մի խումբ անձանց հետ ծրագրել էր զինված խմբավորումների միջոցով, զենքի գործադրմամբ, զավթել շենքեր, շինություններ, հաղորդակցության և կապի միջոցներ, այդ թվում՝ Երևանի հեռուստաաշտարակը, ինչի ընթացքում էլ վերջինս կազմակերպել է մի խումբ անձանց կողմից ապօրինի կերպով զենք և ռազմամթերք ձեռք բերելը, փոխադրելը և տարբեր վայրերում դրանք ապօրինի կերպով պահելը: Ընդ որում, խմբի անդամները որոշ հանց ավոր գործողություններ ծրագրել էին իրականացնել ապրիլյան պատերազմին հաջորդող ժամանակահատվածում:

2016թ. մայիսի 20-ին տեղի ունեցած վերը նկարագրված ճանապարհատրանսպորտային պատահարի վայրում էլ հայտնաբերվել են Ժիրայր Սեֆիլյանի կազմակերպմամբ խմբի կողմից ապօրինի կերպով շրջանառվող երկու միավոր զենքն ու ռազմամթերքը:

Քրեական գործի նախաքննությամբ ձեռք բերված ապացույցների հիման վրա, մի խումբ անձանց կողմից ապօրինի կերպով զենք և ռազմամթերք ձեռք բերելու, փոխադրելու և պահելու համար, ութ անձի առաջադրվել է մեղադրանք, նրանցից վեցը կալանավորվել են, մեկի նկատմամբ հայտարարվել է հետախուզում:

Առաջադրված մեղադրանքները հիմնավորվել են ինչպես գործով ձեռք բերված բազմաթիվ ապացույցնելով, այնպես էլ՝ խմբի անդամների խոստովանական ցուցմունքներով:

Մի խումբ անձանց կողմից ապօրինի կերպով զենք և ռազմամթերք ձեռք բերելը, փոխադրելը և պահելը կազմակերպելու կասկածանքով 2016թ. հունիսի 20-ին Ժիրայր Սեֆիլյանը ձերբակալվել է:

Ծանուցում. Ենթադրյալ հանցանքի մեջ կասկածվողը կամ մեղադրվողը համարվում է անմեղ, քանի դեռ նրա մեղավորություննապացուցված չէ ՀՀ քրեական դատավարության օրենսգրքով սահմանված կարգով` դատարանի` օրինական ուժի մեջ մտած դատավճռով:
