Թուրքիան փախստականներին դարձրել է շանտաժի առարկա. Նաիրա Կարապետյանի ելույթը ԵԽԽՎում

Եվրոպայի Խորհրդի Խորհրդարանական վեհաժողովում (ԵԽԽՎ) Հայաստանի Հանրապետության պատվիրակության անդամ Նաիրա Կարապետյանի հերթական ելույթը նվիրված է եղել փախստականների խնդրին: Այս մասին տեղեկացրին Նաիրա Կարապետյանի աշխատակազմից: Ստորև ներկայացնում ենք ելույթն ամբողջությամբ:
«Տիկնայք և պարոնայք,
Նախ և առաջ ցանկանում եմ շնորհակալություն հայտնել զեկուցողին գերազանց կատարած աշխատանքի համար:
Երեկ աշխարհը նշում էր Փախստականների միջազգային օրը, մի օր, երբ մենք պետք է մի պահ կանգ առնենք և մտածենք, օր, երբ պետք է գործենք և հոգ տանենք:
Միգրանտների և փախստականների խնդիրը վերաբերում է ողջ Եվրոպային, և մեր բոլորի համար թիվ մեկ և ամենադժվար խնդիրը միգրանտներին «ոչ տանը լինելու» զգացողությունից ազատելն է: Նախ և առաջ մենք պետք է հասկանանք, որ միգրանտները կամ փախստականները, ինչպես էլ մենք անվանենք նրանց, սովորական մարդիկ են, մարդիկ, ովքեր հարկադրված լքել են իրենց հայրենիքը և հանգամանքների բերումով բնակություն հաստատել օտար պետություններում: Օտար երկրում նրանք ինտեգրվելու խնդիր ունեն, խնդիր ունեն ընդունելու նոր երկիրը և ընդունվելու նորի կողմից: Իմ ժողովուրդի պատմությունը նույնպես փաստում է այդ մասին. հարյուր հազարավոր հայեր ստիպված են եղել լքել իրենց տները և նոր ապաստան գտնել օտար երկրներում, որպեսզի փրկեն իրենց կյանքը կոտորածից: Հարյուր տարի առաջ նրանք տեղահանվել են թուրքերի կողմից կատարված Ցեղասպանության պատճառով:
Այսօր շատ փախստականներ բնակություն են հաստատել եվրոպական շատ երկրներում, և ճիշտ ժամանակն է, որպեսզի աշխարհը այս կարիքավոր մարդկանց նկատմամբ մարդասիրություն ցուցաբերի: Իմ երկիրն ապաստան է տվել շուրջ 30.000 փախստականի: Հայաստանն այն երկիրն է, որն ընդունել է մի շարք օրենսդրական կարգավորումներ՝ այս մարդկանց գործարար ոլորտում տալով արտոնություններ` լիարժեք ինտեգրվելու նպատակով: Մեր կառավարությունը ձեռնարկում է բոլոր անհրաժեշտ քայլերը՝ Հայաստանում ապաստան գտած մարդկանց կյանքի նորմալ պայմաններն ապահովելու նպատակով:
Եվրոպական շատ երկրներ են ապաստան տվել փախստականների, և այժմ էլ բարձրացնելով նրանց անվտանգության ապահովման մասին այս նուրբ հարցը` մենք ի ցույց ենք դնում միգրանտների նկատմամբ մեր բոլորի կողմից հոգատարությունը: Սա բնական է, բոլորս էլ մարդ ենք:
Սակայն Եվրոպայի Խորհրդի անդամ հանդիսացող մի պետություն՝ Թուրքիան, փախստականների հանդեպ ունի այլ մոտեցում` դարձնելով նրանց քաղաքական շահարկումների և անգամ շանտաժի գործիք: Նա նույնիսկ սպառնում է հարևան պետություններին «միգրանտների համար սահմանը բացելով»: Արդյոք սա ընդունելի պահվածք է Եվրոպայի համար: Համոզված եմ ՝ ոչ:
Զեկուցողը լավ աշխատանք է կատարել: Հունաստանն այսօր ունի մեր աջակցության կարիքը, Հունաստանի միգրացիոն ծառայությունն ունի մեր աջակցության կարիքը: Փախստականներին, հատկապես միգրանտ կանանց և երեխաներին պաշտպանելու անհրաժեշտություն կա:
