ԱԺ առաջիկա արտահերթ նիստում կքննարկվի Հայաստանի և ՌԴ-ի միջև միավորված ՀՕՊ համակարգ ստեղծելու համաձայնագիրը

Ազգային ժողովն արտահերթ նիստում կքննարկի նաև Հայաստանի և Ռուսաստանի միջև միավորված հակաօդային պաշտպանության համակարգ ստեղծելու համաձայնագիրը: Համաձայնագիրն ընդգրկված է հունիսի 27-ին հրավիրված Ազգային ժողովի արտահերթ նստաշրջանի օրակարգում:

Ընդհանուր առմամբ Ազգային ժողովի արտահերթ նստաշրջանի օրակարգում ընդգրկվել է 21 հարց: Կքննարկվի նաև ընտրական օրենսգրքում փոփոխություններ կատարելու հարցը: Օրենսգրքում փոփոխությունների անհրաժեշտություն առաջացավ այն բանից հետո, երբ իշխանությունն ու ընդդիմությունը համաձայնության եկան մի շարք առանցքային հարցերի շուրջ և ստորագրեցին կոնսենսուսի մասին հայտարարություն:

«Հայաստանի Հանրապետության և Ռուսաստանի Դաշնության միջև Հավաքական անվտանգության կովկասյան տարածաշրջանում հակաօդային պաշտպանության միավորված տարածաշրջանային համակարգ ստեղծելու մասին» Համաձայնագիրը ստորագրվել է 2015 թ. դեկտեմբերի 23-ին:

Համաձայնագրի 2-րդ հոդվածի 1-ին մասով նախատեսվում է, որ Հավաքական անվտանգության կովկասյան տարածաշրջանում հակաօդային պաշտպանության կատարելագործման նպատա­կով ստեղծվում է հակաօդային պաշտպանության միավորված (անհրաժեշտ է նկատել, որ սա համատեղ, այլ ոչ թե միասնական համակարգ է, այսինքն` ՀՀ ԶՈՒ հակաօդային պաշտպանության զորքերը պահպանում են իրենց ինքնուրույնությունը) տարածաշրջանային համակարգ: Օրինակ` Ղազախստանը ՌԴ հետ ստեղծել է ՀՕՊ միասնական տարածաշրջանային համակարգ (Համաձայնագիրը կնքվել է Աստանայում 2013 թ. հունվարի 30-ին): Բելառուսի հետ ՀՕÕ Š միասնական տարածաշրջանային համակարգ ստեղծելու վերաբերյալ համապատասխան համաձայնագիր կնքվել է Մոսկվայում 2009 թ. փետրվարի 3-ին: ՌԴ-ն նախատեսում է ՀՕՊ միասնական տարածաշրջանային համակարգ ստեղծելու վերաբերյալ համաձայնագրեր կնքել նաև կենտրոնասիական տարածաշրջանի պետությունների հետ: Միայն Հայաստանի Հանրապետությունն է, որ ՌԴ հետ կնքել է ՀՕՊ միավորված տարածաշրջանային համակարգ ստեղծելու վերաբերյալ համաձայնագիր, որպեսզի իր ՀՕՊ զորքերը չդնի այլ պետության ՀՕՊ զորքերի ենթակայության տակ:  Իսկ համաձայնագրի 3-րդ հոդվածը նախատեսում է, որ հաշվի առ նելով տարածաշրջանում Հայաստանի Հանրապետության և Ռուսաստանի Դաշնության տարածքների անջատվածությունը, հակաօդային պաշտպանության միավորված տարածաշրջանային համակարգի կազմում Հայաստանի Հանրապետության պետական սահմանի ներքո առանձնացվում է Հավաքական անվտանգության առանձին շրջանի հակաօդային պաշտպանության միավորված համակարգ, որի համատեղ գործողությունների կառավարումը, համաձայն 6-րդ հոդվածի 3-րդ մասի, իրականացնում է Հայաստանի Հանրապետության զինված ուժերի հակաօդային պաշտպանության զորքերի պետը: Նշված հարցերով ՀՀ ԶՈՒ ՀՕՊ զորքերը ենթարկվում են ՀՀ գերագույն հրամանատարին:
