«Հայկական ժամանակ» թերթը գրում է. «Երեկ բոլորովին անսպասելիորեն կառավարությունը հունիսի 27-ին հրավիրած ԱԺ արտահերթ նստաշրջանի օրակարգ է ընդգրկել նաեւ Հայաստանի եւ Ռուսաստանի միջեւ միավորված հակաօդային պաշտպանության համակարգ ստեղծելու համաձայնագիրը:
Պայմանագիրն ԱԺ գլխադասային՝ արտաքին հարցերի հանձնաժողովի նիստում քննարկվել է դեռեւս հունիսի 3-ին, սակայն թե հունիսի 6-ին սկսված հերթական քառօրյայում, թե 13-17-իը տեղի ունեցած ԱԺ արտահերթ նստաշրջաններում այն չքննարկվեց:
Երեկ մի ուշագրավ հրապարակում էր տեղի ունեցավ: «Հունիսի 21-23-ը աշխատանքային այցով Մոսկվայում է եղել ՀՀ պաշտպանության նախարարության բարձրաստիճան պատվիրակությունը, որի կազմում էին ՀՀ պաշտպանության նախարարի առաջին տեղական Դավիթ Տոնոյանը եւ ՀՀ պաշտպանության նախարարի տեղակալ-նյութատեխնիկական ապահովման դեպարտամենտի պետ Մովսես Հակոբյանը»,-տեղեկացնում է ՊՆ լրատվական ծառայությունը:
Հունիսի 22-ին ՊՆ պատվիրակությունը ռազմատեխնիկական փոխգործակցության երկկողմ բանակցություններ է վարել ՌԴ պաշտպանության նախարարության, Ռազմատեխնիկական համագործակցության դաշնային ծառայության եւ «Ռոսօբորոնէքսպորտ» ձեռնարկության ղեկավարության հետ: Նշվում է, որ բանակցությունների արդյունքում ձեռք են բերվել մի շարք պայմանավորվածություններ: Սակայն չի նշվում, թե խոսքը ինչ պայմանավորվածությունների մասին է:
Արդյոք ՊՆ բարձրաստիճան պաշտոնյաների այս այցը, հանդիպումները նշանակո՞ւմ են, թե արդեն վերջնական պայմանավորվածություն է ձեռք բերվել, որ Ռուսաստանն ի վերջո կմատակարարի 200 մլն դոլար արժողությամբ զինտեխնիկան, որի վերաբերյալ փաստաթղթերը ՀՀ ԱԺ-ն մեկ տարի առաջ է վավերացրել, բայց այդպես էլ չի ստացել այդ զենքը:
Պաշտպանության նախարարի մամուլի խոսնակ Արծրուն Հովհաննիսյանը թեեւ չհաստատեց, բայց նաեւ չհերքեց, որ հանդիպումներն ու պայմանավորվածությունները վերաբերում են հենց այդ զինտեխնիկային, որի առաքումը ՌԴ-ն անհասկանալի պատճառներով հետաձգում է: «Չեմ կարող ասել, ՀՀ-ն ՌԴ-ի հետ զենքի ձեռքբերման երկարաժամկետ ծրագրեր ունի, իսկ այդ 200 մլն դոլարը դրամց մի մասն է»,-պատասխանեց նա:
Իսկ թե ՀՕՊ համաձայնագիրն այս արտահերթի օրակարգ ընդգրկելն ինչ կապ ունի ՊՆ պաշտոնյաների այս այցի եւ ձեռք բերված պայմանավորվածությունների հետ՝ դժվար է ասել: Միգուցե դրական տեղաշարժ կա զենքի մատակարարման գործում, որ հայկական կողմն էլ իր հերթին շտապում է ընդունել համաձայնագիրը:
Հիշեցնենք, որ օրեր առաջ իշխանությունների ներկայացուցիչները չէին բացառում այդ կապը»:
