Հայաստանը մեծ հաջողությունների է հասել խաղողագործության և գինեգործության ոլորտում, հաջողություններն ամրապնդելու, զարգացման հետագա ընթացքն ապահովելու համար, սակայն, անհրաժեշտ են լրացուցիչ քայլեր և միջոցներ:
Մասնավորապես, նախորդ տարվա գինեգործական արտադրանքի արտահանման և խաղողի բերքի մթերման հետ կապված խնդիրները ցույց են տվել, որ օբյեկտիվ տնտեսական բնույթի պատճառներից բացի դրանք պայմանավորված են նաև այն հանգամանքով, որ Հայաստանում գրանցված տվյալ ոլորտի միություններն ի զորու չեն կյանքի կոչել ոլորտի զարգացմանն ուղղված միասնական քաղաքականություն: Ոլորտի ներկա բացերը լրացնելու, իրավիճակի բարելավմանն և հնարավորությունների ամրապնդմանն ուղղված կարևոր լուրջ քայլ է հանդիսանում խաղողագործության և գինեգործության ոլորտներում առկա խնդիրների լուծմանը նպաստող, ոլորտի ներկայացուցիչների շահերը արտացոլող, ֆինանսական որոշակի հնարավորություններ ունեցող առանձին կառույցի ստեղծումը` ՀՀ խաղողագործության և գինեգործության հիմնադրամի տեսքով, որը կհամախմբի այն բոլոր օղակների ջանքերը, որոնք ուղղված կլինեն իրականացնելու գինեգործության ռազմավարությամբ ամրագրված զարգացման ծրագրերը:
Նախատեսվում է, որ հիմնադրամը կգործի պետություն-մասնավոր հատված համագործակցության սկզբունքով և հետամուտ կլինի բարձրորակ և միջազգայնորեն մրցունակ արտադրանքի արտադրության, ներքին և արտաքին շուկաներում հայկակ
