ՄԻՊ-ը Արցախի նկատմամբ Ադրբեջանի դաժանությունները ներկայացրել է ՄԱԿ-ին

ՀՀ մարդու իրավունքների պաշտպան Արման Թաթոյանը հունիսի 27-ին Ժնեւում հանդիպել է ՄԱԿ-ի Մարդու իրավունքների հանձնակատարի Ամերիկայի, Եվրոպայի եւ Կենտրոնական Ասիայի գրասենյակի ղեկավար Ջիաննի Մագազզենիին: Այս մասին տեղեկացրին Մարդու իրավունքների պաշտպանի աշխատակազմից:
Ա. Թաթոյանը ՄԱԿ-ի Մարդու իրավունքների հանձնակատարի գրասենյակին է ներկայացրել ապրիլի սկզբին Ադրբեջանի նախաձեռնած ռազմական ագրեսիայի ընթացքում Արցախի Հանրապետության քաղաքացիական բնակչության նկատմամբ կատարված մարդու իրավունքների հիմնարար խախտումները, Արցախի Մարդու իրավունքների պաշտպանի զեկույցում տեղ գտած դաժանությունների կոնկրետ օրինակները:
ՀՀ մարդու իրավունքների պաշտպանն ընդգծել է, որ ազգությամբ հայերի նկատմամբ ատելություն եւ բռնություն սերմանող ադրբեջանական ագրեսիվ քաղաքականությունը կործանարար է միջազգային քաղաքակակիրթ ողջ իրավապաշտպան համակարգի համար: Այդ քաղաքականությունն Ադրբեջանում խրախուսվում է պետական մակարդակով:
Ա. Թաթոյանը կարեւորել է Արցախի Մարդու իրավունքների պաշտպանի, քաղաքացիական հասարակության կազմակերպությունների ներգրավման անհրաժեշտությունը մարդու իրավունքներին առնչվող միջազգային մակարդակի հանդիպումներին ու քննարկումներին:
Հանդիպման ընթացքում արձանագրվել է, որ մարդու իրավունքների խախտումներն անթույլատրելի են ցանկացած պարագայում. իրավունքների պաշտպանությունը քաղաքականություն կամ սահմաններ չի կարող ճանաչել:
Կողմերը քննարկել են նաեւ Հայաստանում Մարդու իրավունքների պաշտպանի՝ որպես կանխարգելման ազգային մեխանիզմի կարողությունների զարգացման, գործունեության արդյունավետության բարձրացման ուղղությամբ համատեղ ծրագրերի իրականացման անհրաժեշտությունը:
Հանդիպման ընթացքում կողմերը կարեւորել են Մարդու իրավունքների պաշտպանի կողմից կանխարգելիչ ակտիվ գործունեության իրականացումը երկրում մարդու իրավունքների միջազգային չափանիշների ներդրման ուղղությամբ: Նշվել է այդ առումով քաղաքացիական հասարակության կազմակերպությունների եւ լրատվության միջոցների հետ համագործակցության կարեւորությունը: Ընգծվել է մարդու իրավունքների պաշտպանությանն ուղղված համատեղ աշխատանքի անհրաժեշտությունը խորհրդարանի, դատական իշխանության մարմինների եւ մյուս գործընկերների հետ:
Հանդիպմանը քննարկվել են նաեւ ընտանեկան բռնության կանխարգելման, հաշմանդամություն ունեցող անձանց իրավունքների պաշտպանության, ինչպես նաեւ մի շարք այլ ոլորտների վերաբերող հարցեր:
