Ոստիկանապետը պաշտոնից ազատել է «դարան մտնող» ոստիկաններին

ՀՀ ոստիկանության պետ Վլադիմիր Գասպարյանի հրամանով՝ ճանապարհային ոստիկանության երկու ծառայողներ ազատվել են պաշտոններից։ Այս մասին «Արմենպրես»-ին տեղեկացրին ՀՀ ոստիկանության հասարակայնության հետ կապերի բաժնից, որի հաղորդագրության մեջ նշված է. «hraparak.amինտերնետային կայ քի 2016թ. հունիսի 4-ին «Որտեղ է թաքնված «գաիշնիկը». ահա նա» վերտառությամբ հրապարակման մեջ նշվել էր, որ նույն օրն առավոտյան ՀՀ ոստիկանության ճանապարհային ոստիկանության պարեկային «Toyota Corolla» մակնիշի 524 II 01 hաշվառման hամարանիշի ավտոմեքենայով ծառայություն իրականացնող տեսուչները Երևան-Սևան ավտոմայրուղու՝ Կոտայքի մարզի Ֆանտան գյուղ տանող խաչմերուկի հատվածում դարանակալել են գաճաճ թփերի հետևում, որպեսզի տեսանելի չլինեն անցնող տրանսպորտային միջոցների վարորդներին:
Վերոնշյալի կապակցությամբ ՀՀ ոստիկանության պետի հանձնարարությամբ ոստիկանության ներքին անվտանգության վարչությունում կատարվել է ծառայողական քննություն:
Ծառայողական քննությամբ պարզվել է, որ ՀՀ ոստիկանության ճանապարհային ոստիկանության ճանապարհապարեկային ծառայության 2-րդ սպայական գումարտակի ծառայողներ ոստիկանության մայոր Ա. Ֆարադյանը և նույն դասակի տեսուչ, ոստիկանության կապիտան Գ. Ավագյանը, ըստ սահմանված գրաֆիկի, 2016թ. հունիսի 4-ին, ժամը 8:00-ից 16:00-ն ընկած ժամանակահատվածում, ընդգրկված լինելով ծառայության այլ երթուղում, առանց ղեկավարությանը զեկուցելու, ինքնակամ շեղվել են նշանակված երթուղուց, ինչով խախտել են ՀՀ կառավարության 2006թ. նոյեմբերի 23-ի «Ճանապարհապարեկային ծառայության իրակ անացման կարգը սահմանելու մասին» որոշման 13-րդ կետի «բ» ենթակետի պահանջները:
Այսինքն` ոստիկանության մայոր Ա.Ֆարադյանը և ոստիկանության կապիտան Գ.Ավագյանը ոչ պատշաճ են իրականացրել իրենց ծառայողական պարտականությունները՝ կատարելով արարք, որը նախատեսված է «Ոստիկանությունում ծառայության մասին» ՀՀ օրենքի 42-րդ հոդվածի 1-ին մասով:
Վերջիններս ՀՀ ոստիկանության պետ Վլադիմիր Գասպարյանի 2016 թ. հունիսի 27-ի հրամանով ենթարկվել են կարգապահական տույժի` հայտարարվել է «նկատողություն»:
Միաժամանակ, ոստիկանության պետի մեկ այլ հրամանով՝ Ա. Ֆարադյանը և Գ. Ավագյանը ազատվել են զբաղեցրած պաշտոններից և գրանցվել կադրերի ռեզերվում՝ ճանապարհային ոստիկանությունում նրանց հետագա ծառայության ոչ նպատակահարմար լինելու պատճառաբանությամբ»:
