Ինչո՞ւ է էլեկտրաէներգիայի սակագնի նվազումն ունենալու չնչին ազդեցություն

Հունիսի 24-ին Հանրային ծառայությունները կարգավորող հանձնաժողովը քննարկեց և հաստատեց Էլեկտրաէներգիայի սակագնի նվազման նախագիծը: Օգոստոսի 1-ից սպառողների համար սակագինը կնվազի 2.58 դրամով:

«Իրազեկ և պաշտպանված սպառող» ՀԿ նախագահ Բաբկեն Պիպոյանը Past.am-ի հետ զրույցում ասաց, որ այս պահին դժվար է խոսել, թե որքանով է հաշվարկը հիմնավոր, քանի դեռ վերջնահաշվարկի բացվածքը չկա:

«Ըստ նախնական հաշվարկի՝ խոսքը պետք է գնար ոչ թե 2.58 դրամով էժանացման մասին, այլ 7-8 դրամի մասին: Դա ասում եմ՝ հաշվի առնելով նախորդ տարիների գնաճերի հիմնավորումերը:

Մինչդեռ մենք այսօր գնում ենք գնանկման` ոչ թե հաշվի առնելով նախկինում առկա խնդիրները, այլ այն պատճառով, որ գազի գների անկում է տեղի ունեցել: Ըստ էության՝ Հանրային ծառայությունները կարգավորող հանձնաժողովը վերցնում է միայն մեկ բաղադրիչ, սակայն սակագնի ձևավորման վրա ազդում են նաև այլ բաղադրիչներ»,- նշեց փորձագետը:

Բաբկեն Պիպոյանի խոսքով՝ էլեկտրաէներգիայի սակագնի որոշումը կապված է նաև էներգետիկ ռեսուրսների և պետության էներգետիկ քաղաքականության հետ, սա այնքան էլ հանրային ծառայությունների հարց չէ:

«2-3 դրամ էժանացումն անգամ 5 տոկոս չի կազմում: Երբ գնաճ է տեղի ունենում, այն ապրանքները, որոնց ինքնարժեքում մեծ տոկոս է կազմում էլեկտրաէներգիան, բնականաբար, թանկանում են: Բայց այդ ժամանակ մենք ոչ համարժեք թանկացումներ ենք ունենում շուկայում: Ինչ վերաբերում է գնանկմանը, ցավոք սրտի, որևէ մեխանիզմ այստեղ չի գործում: Ապրանքների ինքնարժեքը, ըստ էության, նվազում է, բայց դա շուկայում գնանկման չի բերում:

Տնտեսվարող սուբյեկտը միտված է գնաճի, բայց գնանկում ապահովել՝ ոչ: Միջին սպառողական զամբյուղի առումով, եթե մենք դիտարկում ենք հինգ տոկոսը, ապա դա ունենալու է չնչին ազդեցություն: Կարող է տրամաբանական հարց ծագել, թե ինչպես է լինում, որ հինգ տոկոս գնաճը սարսափելի է, իսկ նույնքան գնանկումը չենք համարում էական փոփոխություն: Որովհետև գնաճն ունենում է այլ ապրանքների վրա ազդեցություն, գնանկումը չի թողնում համարժեք ազդեցություն»,- ասաց մեր զրուցակիցը:
