Դոլարի փոխարժեքը պետք է լիներ մոտ 600 դրամ. Ֆինանսների նախկին նախարար

«Ժամանակ» թերթը զրույցել է ֆինանսների եւ էկոնոմիկայի նախկին նախարար Էդվարդ Սանդոյանի հետ:
Պարո՛ն Սանդոյան, վարչապետ Հովիկ Աբրահամյանը վստահեցնում է, որ ՀՀ տնտեսությունը տարվա կտրվածքով մի քանի տոկոս աճ կունենա: Կիսամյակի նման ցուցանիշների պայմաններում որքա՞ն է դա հնարավոր, եւ որքա՞ն է իրատեսական արդեն գրանցված 4,2 տոկոս աճը:
Ներմուծումը զգալիորեն կրճատվել է, արտահանումը կրճատվել է, կրճատվել են բնակչության եկամուտները, առեւտրի ծավալները, կրճատվել են տրանսֆերտներն ու ներդրումները, ես չեմ հասկանում, թե տնտեսական աճ ինչպես պետք է լինի: Եվ այս բոլոր գործոնների արդյունքում այս տարի հավանաբար մոտ 1-1,5 մլրդ դոլար ավելի պակաս է մտնելու շուկա: Եվ եթե այդքան դոլար պակաս մտավ շուկա, բնականաբար դրամը կարժեզրկվի: Ես մի բանաձեւ ասեմ, թե որքան պետք է լինի դրամի արժեքը: Ռուբլու 76 տոկոս արժեզրկում-18 տոկոս գնաճ ՌԴ-ում-15 տոկոս դրամի արժեզրկում+5 տոկոս գնաճ Հայաստանում=48 տոկոս: Դրամը դեկտեմբերյան արժեզրկումից առաջ 1 դոլարն արժեր 405 դրամ, որին եթե գումարենք ստացած 48 տոկոսը, ապա դոլարի փոխարժեքը պետք է լիներ մոտ 600 դրամ այսօրվա 480-ի փոխարեն: Իհարկե այս բանաձեւը բացարձակ ճշմարտություն չէ, բայց այն ավելի մոտ է իրականությանը, քան թե գոյություն ունեցող փոխարժեքը:
Ավելացնեմ նաեւ մի տխուր ցուցանիշ եւս: Տնտեսական նման իրավիճակում զարմանալի կերպով բարձր է հարկերի հավաքագրման մակարդակը: Հասկանալի է, բյուջե են սահմանել, պետք է հավաքեն: Եթե արտաքին ու ներքին առեւտրաշրջանառության նման անկում կա, դա նշանակում է, որ տնտեսվարող սուբյեկտների մոտ նույնպես վիճակը վատ է: Այս դեպքում հարկերի հավաքագրման մակարդակի բարձր լինելը վտանգավոր է: Կարող եմ նաեւ ավելացնել, որ դրամավարկային այս քաղաքականության, դրամի արժեզրկումը կասեցնելու համար ԿԲ-ի կայացրած որոշումների արդյունքում վնասներ է կրել ութ բանկ, վնասով են փակել, նրանք բոլորը միասին ունեցել են մոտ 10 մլրդ դրամի կորուստ: Սա աննախադեպ երեւույթ է մեր բանկային համակարգում»:
