Ադրբեջանն իր գործողություններով հաստատում է, որ ինքն է կանգնած եղել ապրիլյան էսկալացիայի հետևում: Այս մասին հուլիսի 1-5-ը Թբիլիսիում ընթացող ԵԱՀԿ խորհրդարանական վեհաժողովի նստաշրջանում իր ելույթում նշել է կառույցում Հայաստանի պատվիրակության ղեկավար, Ազգային ժողովի պատգամավոր Արտաշես Գեղամյանը:
«Այստեղ իմ ադրբեջանցի գործընկերն իր ելույթում լույս սփռեց մի քանի կարևոր հարցերի վրա: Երբ եղավ առաջարկ դատապարտել ղարաբաղյան հակամարտության տարածքում էսկալացիան, բռնությունը, որի հետևանքով զոհվեցին, տարբեր գնահատականներով, երկու կողմերից 500-900 զինվորներ ու խաղաղ բնակիչներ, Ադրբեջանը դեմ հանդես եկավ, դրանով իսկ ընդունելով, որ էսկալացիայի հետևում կանգնած է հենց ինքը»,-ասել է Արտաշես Գեղամյանը` նկատելով, որ մեկ այլ կարևոր հարց ևս քննարկվել է. առաջարկվել է ընդգծել, որ հատուկ ուշադրություն դարձվի այն կանանց, որոնք ապրում են ձգձգվող հակամարտությունների տարածքում: Դրան նույնպես ադրբեջանցի գործընկերները դեմ են արտահայտվել` դրանով ասելով, որ հակամարտության տարածքում ապրող կանայք, թե տղամարդիկ նրանց համար ոչ մի նշանակություն չունեն, քանի դեռ հարցը չի լուծվել:
Գեղամյանի խոսքով, այս օրինակները ցույց են տալիս, որ ԵԱՀԿ խորհրդարանական վեհաժողովը պետք է անձնական մասնակցություն ունենա ստեղծված իրավիճակը օբյեկտիվ դիտարկելու գործում:
«Դրանից հետո միայն մենք կարող ենք տալ օբյեկտիվ գնահատական: Հակառակ դեպքում դա նմանվում է մի իրավիճակի, երբ նախկին Խորհրդային Միությունում բոլորը քննադատում էին Պաստեռնակին իր «Դոկտոր Ժիվագո» ստեղծագործության համար: Երբ հարց էր հնչում, թե կարդացել են այն, պատասխանն այսպիսին էր` չենք կարդացել, բայց քննադատում ենք: Ներկայում նույնն է, իրավիճակը տեղում չտեսնելով, քննադատում են»,-ասաց Արտաշես Գեղամյանը` նշելով, որ ցանկալի կլիներ ԵԱՀԿ-ի խորհրդարանականները լինեն Լեռնային Ղարաբաղի Հանրապետությունում, Ղրիմում և ԵԱՀԿ-ի այÕ ¬ վայրերում, որտեղ կան ձգձգվող հակամարտություններ և տեղում ծանոթանալ իրավիճակին:
