«Տեղի է ունենում հակամարտության կարգավորման գործընթացը խթանելու հերթական փորձը, հետևելով իրադարձությունների տաք հետքերին, այդպիսով պատասխանելով հարցին՝ հնարավո՞ր է արդյոք այնպիսի միջոցով, ինչպիսին ռազմական գործողությունների վերսկսումն է, հասնել ինչ-որ դրական արդյունքի։ Իմ կարծիքով՝ դա քիչ հավանական է, և այն փաստը, որ այսօր Ադրբեջանը հանդիպումների ընթացքում հայտարարում է, որ հավատարիմ է կարգավորման գործընթացին, խոսում է այն մասին, որ նա իր ռազմավարությամբ, եթե դա կարելի է կոչել ռազմավարություն, չհասավ իր նպատակին։

Ռազմական գործողությունների վերսկսումն Ադրբեջանին դիվիդենտներ չտվեց, բացի այն օգուտից, որ կարողացավ երկրի ներսում օգտագործել տեղի ունեցածն ու շեղել հասարակության ուշադրությունը առկա այլ խնդիրներից»,- «168 ժամի» հետ զրույցում այս մասին է ասել ԱՊՀ երկրների ինստիտուտի տնօրեն Կոնստանտին Զատուլինը՝ անդրադառնալով ԼՂ հակամարտության կարգավորման գործընթացին։

Նրա վստահեցմամբ՝ Ադրբեջանում հույսեր են կապում Հայաստանում առկա «տաք տրամադրությունների հետ, որոնք ռևանշ կպահանջեն, զգացմունքների հիման վրա կլինեն», ինչը, նրա համոզմամբ, հիմարություն կլինի։ «Ինձ համար բարդ է վերջնական կանխատեսում անել, թե ինչ կտա կարգավորման այս փուլը, քանի որ չեմ տեսնում, որ կողմերի մոտեցումները մոտեցել են»,- ասել է Զատուլինը։
