Չթարախակալած» ոլորտ չի մնացել. «Իրատես դե ֆակտո»

Ամառվա կեսին, երբ քիչ թե շատ նորմալ հանգստի հնարավորություն ունեցող հայ մարդն արձակուրդային տրամադրության մեջ է արդեն, հայրենի (ոչ բարով) կառավարությունն անակնկալ «նվեր» մատուցեց քաղծառայողներին՝ կասեցրեց սոցփաթեթով վերջիններիս հանգստի բաղադրիչը, որպես «սփոփանք» հավելելով՝ ժամանակավորապես: Ի՞նչ է սա նշանակում: Շատ պարզ ու տխուր մի բան՝ քաղծառայողը ոչ թե ժամանակավորապես, այլ հիմնավորապես զրկվեց պետբյուջեի հաշվին մի քանի օր մարդավարի հանգստանալու արտոնությունից: Ինչո՞ւ:
Հայտնաբերված չարաշահումների պատճառով: Ավելի անհեթեթ պատճառաբանություն, մեծագույն ցանկության դեպքում իսկ, դժվար թե հնարավոր լիներ հորինել: Փաստորեն, չարաշահողներին համարժեք պատասխանատվության ենթարկելու, նոր չարաշահումները բացառող քայլեր ձեռնարկելու փոխարեն, գործադիրը «վիրաբուժական» տարբերակն է ընտրում. հետագա բարդություններից խուսափելու համար թարախակալած եղունգի հետ հեռացնում է ամբողջ դաստակը: Մի՞թե «հանճարեղ» լուծում չէ: Այս նույն տրամաբանությամբ՝ առաջիկայում պետք է դադարեցնել պետբյուջեի գրեթե բոլոր հոդվածների ֆինանսավորումը, քանի որ դժվար է Հայաստանում մատնացույց անել մի ոլորտ, որ «թարախակալած» չլինի, ոչ եզոպոսյան լեզվով ասած, որտեղ չարաշահումներ տեղ գտած չլինեն, այն էլ՝ խոշոր ծավալների:
Թե ինչ է սպասում պետբյուջեի մյուս հոդվածներին, կարելի է ընդամենը ենթադրել՝ աչքի առաջ ունենալով քաղծառայողների հանգիստը սոցփաթեթի շրջանակներում չֆինանսավորելու արդեն առկա փաստը:
Բանն այն է, որ սոցփաթեթն իրականում կրճատվել է ոչ թե «հայտնաբերված չարաշահումների» պատճառով (դրանք, իհարկե, կան), այլ բյուջեի մուտքերի հավաքագրմանն առնչվող մեծ դժվարությունների: Չմոռանանք, որ վերջին երկու-երեք ամիսների մուտքերը կառավարությանն առընթեր պետեկամուտների կոմիտեն ապահովում էր հիմնականում գերվճարների հավաքագրման շնորհիվ, ինչն անվերջ շարունակվել չէր կարող: Իսկ հիմա, ինչպես ասում են, քաղում ենք այդ անպտուղ գործելաոճի դառը պտուղները: Եվ բնավ պատահական չէ, որ եթե նախկինում, յուրաքանչյուր ամսվա սկզբին, ՊԵԿ-ը գոհունակությամբ հանդես էր գալիս նախորդ ամսվա հավաքագրված գումարների մասին հայտարարությամբ, ապա հունիս ամսվա մուտքերը մինչ օրս չեն հրապարակվել: Այստեղ են ասել՝ բայց բան կա՞ տակը, որ հրապարակվի:
