«Երկու տարի առաջ՝ 2014-ի դեկտեմբերին, «ՀԱԷԿ» ՓԲԸ-ում խոշոր ֆինանսական չարաշահումներ հայտնաբերվեցին, կալանավորվեցին ՀԱԷԿ նախկին կոմերցիոն փոխտնօիեն Ռուբիկ Մովսիսյանը, Մանուկ Հարությունյանը, տնօրեն փոխվեց, փոխտնօրեն։ Գործն ԱԱԾ վարույթում էր, և այս ընթացքում, չնայած հանրության հետաքրքրությանը, ոչ մի տեղեկություն այս մասին չէին հաղորդում, բայց նաև չէին հերքում մեր տեղեկությունները։ Երեկ հանկարծ մի մշուշոտ հաղորդագրություն տարածեց այս գերատեսչությունը, որից հետևում է, որ արձանագրված չարաշահումները վերաբերել են գնումների գործընթացին, և որ «ՀԱԷԿ-ի գործն» ավարտվել է և ուղարկվել դատարան։ Նախաքննությամբ պարզվել է, որ նախկին գլխավոր տնօրեն Գ. Մարկոսյանը, կոմերցիոն տնօրեն Ռուբիկ Մովսիսյանը, ֆինանսների և էկոնոմիկայի գծով գլխավոր տնօրենի տեղակալ Մ. Մովսիսյանը, վերանորոգման, նախապատրաստման և կարգավորման բաժնի պետ, գնումների գործընթացի պատասխանատու ստորաբաժանման ղեկավար է. Ղազարյանը, «ստեղծելով կազմակերպված հանցավոր խումբ և օգտագործելով իրենց պաշտոնեական դիրքը, կատարել են առանձնապես խոշոր չափերով հափշտակություն՝ պետությանը պատճառելով էական վնաս։ ՀՀ ԱԱԾ-ի կողմից ձեռնարկված օպերատիվ-քննչական միջոցառումների արդյունքում հանցագործությունը բացահայտվել է, պետությանը պատճառված 783 մլն. 586 հազար դրամի չափով վնասն ամբողջությամբ հատուցվել է։ Ի՞նչ են «կերել» մեղադրյալները, որ այսպիսի գումար է կազմել՝ մոտ 2 մլն. դոլար, և ի՞նչ կարողության տեր են նրանք, որ կարողացել են 2 մլն. դոլարը փոխհատուցել։ Հարցերի պատասխաններն էներգետիկայի նախարարությունում չգիտեն։ Նախարարության խոսնակն ընդամենը հայտնեց, որ դեպքը վաղուց է եղել, և խորհուրդ տվեց դիմել ԱԱԾ։ Ի դեպ, այս նույն Ռուբիկ Մովսիսյանին ԱԱԾ-ն կալանավորել էր նաև 10 տարի առաջ, բայց քննությունն արագ կարճվել էր։ Նա հայտնի է որպես Բռլյանտ Ռուբո, քանի որ երկար ժամանակ ադամանդի բիզնեսով է զբաղվել»,–գրում է թերթը։
