«Մենք հարկատուներս, բարեխղճորեն վճարում ենք ոստիկանության «բարեփոխումների» համար։ Օրինակ, 2008 թ. մինչ օրս ոստիկանության ֆինանսավորումը աճել է 1.9 անգամ. եթե 2008 թվականին ոստիկանությունը պետական բյուջեից հատկացվել էր ընդամենը 20.4 միլիարդ դրամ, ապա 2015 թվականին պետբյուջեից ոստիկանության փաստացի ֆինանսավորումը կազմել է ավելի քան 38 միլիարդ դրամ։ Ոստիկանության բարեփոխման հիմնական ցուցանիշը պետք է լինի հանցագործությունների թվի նվազումը։ Իսկ ի՞նչ է եղել նույն այդ տարիների ընթացքում։ 2008 թվականին Հայաստանում արձանագրվել է 9 հազար 271 հանցագործություն։ 2015 թվականին այդ թիվը արդեն հասել է 17 հազարի։ Այսինքն, նշված ընթացքում հանցագործությունների թիվը աճել է 1.8 անգամ։ Ուրեմն ի՞նչ է ստացվում։ Ոստիկանության ֆինանսավորման 1.9 անգամ ավելացումը բերում է հանցագործությունների թվի 1.8 անգամ ավելացման։

Սա հենց այն պատկերն է, որը ցույց է տալիս, թե որքան «արդյունավետ» կառույց է մեր ոստիկանությունը։ Իսկ դրա պատճառն այն է, որ ոստիկանությունը հանցավորության դեմ պայքարելու և հանցագործությունները կանխելու փոխարեն զբաղված է հիմնականում մարդկանց ապօրինի բերման ենթարկելով։ Ու քանի որ պետք է հնարավորինս շատ մարդ բերման ենթարկել, պետք է նաև ոստիկանների թիվը շատ մեծ լինի։ Քանի աշխատակից ունի մեր ոստիկանությունը գաղտնիք է պահվում։ Թե ինչու, մինչ օրս ոչ ոք դրան տրամաբանական պատասխան չի տվել։ Աշխարհի գրեթե բոլոր երկրները հրապարակում են այդ թիվը, և Միացյալ ազգերի կազմակերպությունն էլ վարում ու հրապարակում է իր վիճակագրությունը։ Ըստ ոչ պաշտոնական աղբյուրների, Հայաստանը բնակչություն/ոստիկան հարաբերակցությամբ զբաղեցնում է աշխարհում առաջին տեղերից մեկը, եթե ոչ առաջինը։ Այսինքն ոստիկանների թիվը շատ մեծ է, չափազանց մեծ։ Սակայն դա ամենևին չի նպաստում Հայաստանում հանցավորության նվազմանը։ Գուցե նույնիսկ նպաստում է հանցավորության աճին»,–գրում է թերթը։
