Արցախի իրավապաշտպանները Հայաստանի Օմբուդսմենին ներկայացրել են իրենց մոտ կոռուպցիայի վիճակը

Հայաստանի Օմբուդսմեն Կարեն Անդրեասյանը երկօրյա աշխատանքային այցով գտնվում է Լեռնային Ղարաբաղի Հանրապետությունում:

Հայաստանի Օմբուդսմենն այցելել է ԼՂՀ Մարդու իրավունքների պաշտպան Յուրի Հայրապետյանի գրասենյակ, որտեղ հանդիպել է տեղի իրավապաշտպան հասարակական կազմակերպությունների ղեկավարների հետ:

Հանդիպման ընթացքում Արցախի իրավապաշտպանները ներկայացրել են մարդու իրավունքներին վերաբերող առկա խնդիրները: Միևնույն ժամանակ, նրանք հայտնել և միաձայն հաստատել են, որ Լեռնային Ղարաբաղի Հանրապետությունում գոյություն չունի կաշառակերություն դատական համակարգում, ինչպես նաև ոստիկանությունում, դատախազությունում և մի շարք այլ իրավապահ մարմիններում: Այդ ոլորտներում առանձին դեպքերում հանդիպում է հովանավորչություն, բայց, ընդհանուր առմամբ, իրավապահ համակարգը չափազանց մաքուր է կոռուպցիոն դրսևորումներից:

Հայաստանի Օմբուդսմենն այս կապակցությամբ նշել է, որ ԼՂՀ-ն տվյալ պարագայում ակնհայտ առաջատար է տարածաշրջանում, և Ղարաբաղի մարդու իրավունքների պաշտպանության դրական ձեռքբերումները կարող են օրինակ ծառայել հարևան բոլոր պետությունների համար: Հայաստանի Օմբուդսմենը կոնկրետ միջոցներով և ծրագրերով իր աջակցությունն է առաջարկել ԼՂՀ հասարակական կազմակերպություններին: Քննարկման ընթացքում արդեն իսկ նախանշվել են հետագա համագործակցության քայլերը:

Բացի այդ, երկու պետությունների Օմբուդսմենների և նրանց աշխատակազմերի առանձին հանդիպման ընթացքում որոշվել է երկու կառույցների հետագա համագործակցության հստակ ձևաչափը:
