Հայաստանը փախստականների և միգրանտների ինտեգրման քաղաքականության հայեցակարգ է մշակում

Կառավարությունը հավանության է արժանացրել ՀՀ-ում փախստական ճանաչված և ապաստան ստացած անձանց, երկարաժամկետ միգրանտների ինտեգրման քաղաքականության հայեցակարգի որոշման նախագիծը: «Արմենպրես»-ի հաղորդմամբ` հարցը գործադիրին փոխանցեց ՀՀ տարածքային կառավարման և զարգացման նախաար Դավիթ Լոքյանը` նշելով, որ իրենք մշակել և մինչև 2017 սեպտեմբերի 1-ը ՀՀ կառավարությանը պետք է ներկայացնեն հայեցակարգի կիրարկմանն ուղղված գործողությունների ծրագրի նախագիծ:
«Այս խնդիրն այսօր աշխարհի ամենապրոբլեմային հարցերից մեկն է, և Հայաստանը չուներ հայեցակարգ` այս հարցի լուծման, կանոնակարգման համար: Նախարարությունը փաստաթուղթը ներկայացնում է հաստատման, որն իր մեջ պարունակում է մի շարք բաժիններ` միգրանտների հետ կապված իրավիճակը Հայաստանում, երկրորդը` նշյալ անձանց ինտեգրման գործընթացի վերաբերյալ աշխարհի փորձը, հատկապես, ասիական ու եվրոպական երկրներում: Երրորդը` թիրախային խմբերի ճշգրտում, թե պետությունն ինչպիսի գործառույթներ պետք է իրականացնի իրավասոցիալական ոլորտում, որպեսզի փախստականը կարողաա մտնել ինտեգրման գործընթացի մեջ, դառնա երկրում ապրող լիարժեք քաղաքացի` մասնակցություն ունենալով քաղաքական, տեղական ինքնակառավարման գործընթացներում, ստանալ սոցիալական, բժշկական ծառայություն: Վերջին բլոկում տրվում է ծրագրի իրականացման ֆինանսական հիմնավորումը»,-փաստաթղթի կառուցվածքը ներկայացրեց նախարարը:
Նա հիշեցրեց, որ Հայաստանը վերջին տարիներին ընդունել է մոտ 20 հազար փախստականներ Սիրիայից, 200` Ուկրաինայից, 1000` Իրաքից: «Նրանց քիչ մասը, մոտ 2000-ն է, որ այս կարգավիճակով է փորձում ապրել Հայաստանում: Նրանց վրա կտարածվեն այս հայեցակարգի հիմնական դրույթները»,-հավելեց Դավիթ Լոքյանը:
