Հանրային պաշտպանները քննարկել են փախստականների իրավունքների հարցը

Հայաստանի Հանրապետության փաստաբանների պալատի և  Միացյալ ազգերի կազմակերպության Փախստականների հարցերով գերագույն հանձնակատարի հայաստանյան գրասենյակի   նախաձեռնությամբ  հանրային պաշտպանները հուլիսի 21-ին քննարկել են «Փախստականների կարգավիճակի մասին Կոնվենցիայի» 31-րդ հոդվածի կիրառման պրակտիկան և առանձնահ ատկությունները: Այս մասին «Արմենպրես»-ին տեղեկացրին տեղեկացրին ՀՀ ՓՊ մամուլի ծառայությունից:  

Քննարկմանը բացման խոսքով հանդես են եկել ՄԱԿ-ի Փախստականների հարցերով գերագույն հանձնակատարի հայաստանյան գրասենյակի ղեկավար Քրիստոֆ Բիերվիրթը   և Հանրային պաշտպանի գրասենյակի ղեկավար Մելանյա Առուստամյանը:

Անդրադառնալով Միացյալ ազգերի կազմակերպության կողմից փախստականների իրավունքներին առնչվող առաջնահերթություններին՝ Քրիստոֆ Բիերվիրթը նշել է, որ իրենց գրասենյակը մշտապես  իր խոր մտահոգությունն է արտահայտել փախստականների խնդիրների  վերաբերյալ՝ ջանալով ուշադրություն հրավիրել  փախստականների հիմնական իրավունքների և ազատությունների ապահովմանը: Նա նշել է, որ  հայ ժողովուրդը բազմիցս  պատմականորեն տեղահանվել է և մեր երկրում իրապես նկատելիորեն կարևորվում է փախստականների իրավունքների պաշտպանությունը: 

ՀՊԳ ղեկավար Մելանյա Առուստամյանը, շարունակելով բանախոսի միտքը, հավելել է, որ Հայաստանի Հանրապետությունում Փախստականների  իրավունքների պաշտպանության միջազգային չափանիշների և փորձի ներդրման  այդ թվում` Հայաստանի ստանձնած միջազգային պարտավորությունների իրացման գործում ՝ անվճար իրավաբանական օգնության  տրամադրման  գործընթացում   նշանակալի է Հանրային պաշտպանի գրասենյակի դերը:

Մասնակիցները քննարկել են  ապօրինի սահմանահատման  ապաքրեականացման միջազգային պրակտիկայում արձանագրված դրական և չհաջողված  դեպքերը: Բանախոսները  ներկայացրել են  ապաստանի   հայցման միջազգային և ներպետական իրավական դաշտի առկա վիճակը, զարգացման հնարավորություններն ու անհրաժեշտ  ձեռնարկվելիք  քայլերը:

Քննարկման ավարտին կողմերն արձանագրել են, որ առաջին համատեղ այս միջոցառումը հաջող մեկնարկ էր  հետագա առավել խորը ուսումնասիրությունների և փախստականների իրավունքների պաշտպանության բնագավառում փոխգործակցության համար:
