ՀՀ ոստիկանության պարեկապահակետային ծառայության (ՊՊԾ) գնդի տարածքի վրա զինված հարձակմանը հաջորդող օրվանից Երևանի Խորենացի փողոցի արգելափակված հատվածի անմիջական հարևանությամբ կազմակերպվել են տարաբնույթ հավաքներ, որոնք կրել են չիրազեկված բնույթ: Ինչպես արդեն տեղեկացրել ենք, հուլիսի 20-ի հավաքի ընթացքում մի խումբ անձինք ակնհայտ ագրեսիվ նախատրամադրվածությամբ, իրենց հետ նախապես բերված քարերով և այլ առարկաներով հարձակվել են ծառայություն իրականացնող ոստիկանների վրա, հարվածներ հասցրել նրանց, փորձել են խլել հատուկ հանդերձանքը, ինչի հետևանքով տուժել են շուրջ հինգ տասնյակ անձինք:
ՀՀ ոստիկանությունն անկարգությունները, այդ թվում՝ մարդկանց կյանքին և առողջությանը սպառնացող վտանգը կանխելու համար հարկադրված է եղել կիրառելու հատուկ միջոցներ:
Բացի այդ, ՊՊԾ գնդի տարածքի վրա զինված հարձակման առթիվ հարուցված քրեական գործի շրջանակներում ձեռք են բերվել հավաստի տվյալներ առ այն, որ զինված խմբի անդամներն անմիջականորեն ուղղորդում և ուղղակի ցուցումներ են տալիս դրսում գտնվող անձանց՝ կազմակերպելու և իրականացնելու քաղաքացիների կյանքն ու առողջությունը վտանգող, այդ թվում՝ խուճապ սփռող և բախումներ հրահրող հանցավոր գործողություններ:
Այսպես, հուլիսի 21-ին ձերբակալված անձանցից մեկը փորձել է նռնակ բերել Խորենացի փողոցի արգելափակված հատված, սակայն նրա հանցավոր գործողությունները խափանվել են մինչև նշված վայր հասնելը, իսկ հուլիսի 22-ին ձերբակալված մեկ այլ անձ փորձել է բենզինով և յուղով շշալցված պայթուցիկներ («մոլոտովի կոկտեյլ») տեղափոխել նույն վայր:
Առկա են նաև արժանահավատ տվյալներ առ այն, որ շշալցված պայթուցիկները նախատեսված են եղել Խորենացի փողոցի ոստիկանական շղթան ճեղքելու, հատուկ միջոցառումների իրականացման գոտի ներխուժելու և զինված խմբի կողմից հափշտակված հրազենին տիրանալու համար:
Ելնելով վերոգրյալից՝ ՀՀ ոստիկանությունը փաստում է, որ Խորենացի փողոցի արգելափակված հատվածում առկա է լարվածության կտրուկ սրման իրական և անմիջական վտանգ՝ անկանխատեսելի հետևանքներով: Հետևաբար, հավաքի մասնակիցների կյանքին և առողջությանը, ինչպես նաև հասարակական անվտանգությանը սպառնացող վտանգը հնարավոր չէ կանխել այլ կերպ, քան հավաքը մեկ այլ վայր տեղափոխելու միջոցով: Ուստի ՀՀ ոստիկանությունը պահանջում է հավաքի փաստացի ղեկավարներից՝ սեղմ ժամկետում հավաքը տեղափոխել մեկ այլ վայր, որտեղ խաղաղ հավաքներին աջակցելու ՀՀ ոստիկանության պարտականությունների սահմաններում հնարավոր կլինի ապահովել հավաքի մասնակիցների անվտանգությունը:
Հակառակ դեպքում ՀՀ ոստիկանությունը չի ունենալու այլ միջոց, քան օրենքով սահմանված կարգով դադարեցնել այդ հավաքը:
