Ղազախստանը ԵԱՏՄ երկրների քաղաքացիների կրթական փաստաթղթերը կճանաչի առանց սահմանափակումների

Ղազախստանի հանրապետությունում Եվրասիական տնտեսական միության երկրների քաղաքացիների կրթական փաստաթղթերի ճանաչման խնդիրներն այլեւս չկան:
ԵԱՏՄ երկրներում կրթական հաստատությունների կողմից տրված փաստաթղթերի ճանաչումը առանց պետության օրենսդրությամբ սահմանված աշխատանքի տեղավորման գործընթացների անցկացման՝ նախատեսված է ԵԱՏՄ Պայմանագրով (հոդված 97, կետ 3) եւ հանդիսանում է Միության աշխատանքային ռեսուրսների միասնական շուկայի ձեւավորման կարեւորագույն պայմաններից մեկը:
Միաժամանակ, Եվրասիական տնտեսական հանձնաժողովի հասցեին գալիս էին իրավաբանական անձանց դիմում-բողոքներ՝ Ղազախստանում աշխատող անդամ-երկրների քաղաքացիների կրթության մասին փաստաթղթերի ուղղակի ճանաչման մերժման մասին:
Ղազախստանի հանրապետության կրթության եւ գիտության նախարարության տեսակետի համաձայն՝ ԵԱՏՄ Համաձայնագրի 97-րդ հոդվածի երրորդ կետը տարածվում էր անդամ-եկրների կրթական հաստատությունների կողմից 2015թ. հունվարի 1-ից հետո տրված ուսումնառության փաստաթղթերի վրա միայն, ասինքն՝ ԵԱՏՄ-ի մասին Համաձայնագրի ուժի մեջ մտնելու օրվանից հետո, ինչը հակասում էր ԵԱՏՄ Համաձայնագրի նորմերին:
Այս հարցը ուսումնասիրվել էր Հանձնաժողովի եւ Ղազախստանի կրթության եւ գիտության նախարարության կողմից: Դրությունը քննարկվել էր Խորհրդակցական կոմիտեի նիստերին, խոսվել էր սոցիալական ապահովագրության, կենսաթոշակային իրավունքների պահպանման, բժշկական օգնության ցուցաբերման եւ ԵԱՏՄ երկրներում աշխատող մարդկանց մասնագիտական գործունեության հարցերի շուրջ:
Եւ որոշ ժամանակ անց Ղազախստանի կրթության եւ գիտության նախարարությունը տեղեկացնում է Եվրասիական տնտեսական հանձանաժողովին այն մասին, որ ներկա պահին ԵԱՏՄ Համաձայանագրի նորմերի ընդունումը անդամ-երկրների քաղաքացիների աշխատանքի տեղավորման նպատակով եւ կրթական փաստաթղթերի ճանաչման մասով իրականացվում է մեծ ծավալով եւ առանց որեւէ ժամանակային սահմանափակումների:
