ԼՂՀ սահմանադրական բարեփոխումների հայեցակարգը քննարկվել է ՏԻՄ պատասխանատուների հետ

ԼՂՀ նախագահին կից սահմանադրական բարեփոխումների մասնագիտական հանձնաժողովը հուլիսի 27-ին Շուշի քաղաքում սահմանադրական բարեփոխումների հայեցակարգի նախագծի հանրային քննարկումներ է կազմակերպել տեղական ինքնակառավարման մարմինների պատասխանատուների՝ Ստեփանակերտի քաղաքապետի ու շրջանների վարչակազմերի ղ եկավարների, ինչպես նաև՝ կառավարության տարածքային կառավարման ու վերաբնակեցման վարչության պետի ու համապատասխան բաժինների ներկայացուցիչների հետ:

Ինչպես «Արմենպրես»-ին տեղեկացրին ԼՂՀ Ազգային ժողովի մամուլի ծառայությունից, ներկայացնելով հայեցակարգի նախագծում տեղ գտած գլուխները՝ մասնագիտական հանձնաժողովի նախագահ Աշոտ Ղուլյանն առավել մանրամասն անդրադարձել է «Տեղական ինքնակառավարում» գլխին:

Մտքերի փոխանակության ընթացքում պետական կառավարման ու տեղական ինքնակառավարման պատասխանատուները կարծիքներ են արտահայտել հայեցակարգում տեղ գտած գաղափարների ու եզրակացությունների մասին և առաջարկել ուշադրություն դարձնել վարչական շրջանների ղեկավարների լիազորությունների ընդլայնմանն ու տարածքային կառավարման գործող մեխանիզմների կատարելագործմանը:

Հանդիպման մասնակիցներն անդրադարձել են նաև երկրի կառավարման մոդելների հնարավոր տարբերակներին:

Եզրափակելով քննարկումը՝ մասնագիտական հանձնաժողովի ղեկավարը նշել է, որ ՏԻՄ բնագավառի վերաբերյալ առաջադրված խնդիրները ենթակա են վերլուծության և ընգծել, որ առավել խնդրահարույց ու նեղ ուղղվածության հարցերի լուծումը նպատակահարմար է տեղափոխել օրենսդրական կարգավորման դաշտ:
