Երեկ ԵՍՀԿ Մինսկի խմբի ամերիկացի համանախաղահ Ջեյմս Ուորլիքը հայտարարել է, որ Սերժ Սարգսյանը և Իլհամ Ալիևը համաձայնության են եկել Ղարաբաղում շփման գծում և հայ– ադրբեջանական սահմանին ԵԱՀԿ մոնիթորինգային խմբի ընդլայնման հարցի վերաբերյալ, ինչը նշանակում է, որ անկախ Երևանում տեղի ունեցող իրադարձություններից, բանակցությունները շարունակվում են։

Այս առնչությամբ «Ժողովուրդ»-ը մի քանի հարց Է ուղղել քաղաքագետ Հայկ Մարտիրոսյանին։

–Պարոն Մարտիրոսյան, հուլիսի 17-ից Երևանում զարգացող իրադարձությունները կապվում են ԼՂ հակամարտության շուրջ ընթացող բանակցությունների հետ։ Տեսակետ կա, որ մինչ մենք խառնված ենք ներքին հարցերի կարգավորմամբ, արտաքին ճնշումները՝ հիմնահարցը կարգավորելու շուրջ, շարունակվում են։ Կա՞ կապ ներսում ու դրսում տեղի ունեցող գործընթացների մեջ։

–Կապն այնքանով կա, որքանով զինյալները, փաստորեն, նույնքան անհանգստացած Էին ընթացող բանակցություններով, որքան և հասարակության մի ստվար հատված։ Ոմանք ընտրել են լռությամբ բողոքի, ոմանք հարթակից և փողոցից բողոքի, ոմանք մասնագիտորեն խոսելու, իսկ ոմանք Էլ այն ճանապարհը, որին ականատես ենք լինում ՊՊԾ գնդում։ Մնացածը կոնսպիրոլոգիական, կեղտոտ մտքերի անմաքուր արտադրանք Է։ Հետքեր տեսնել Արևմուտքում՝ ԱՄՆ-ում, Բրիտանիայում կամ Էլ Ռուսաստանում, Շվեյցարիւսյում, Նոր Զելանդիայում և Ֆիջիում հիվանդ կամ չարամիտ երևակայության արդյունք Է։ ՊՊԾ գնդում այնքան պարզ Է ամեն բան, որ կասկածելիս պետք Է կասկածելի մոտիվներ ունենալ։ Բնականաբար պետական ռեպրեսիվ ապարատը սկսել Է բոլոր արևմտյան անձնագիր կամ կապեր ունեցողներին վարկաբեկելու, կոնսպիրոլոգիական լույսի ներքո ցուցադրելու, այս կամ այն երկրի հատուկ ծառայության աշխատակից կամ գործակալ ներկայացնելու գործընթաց։ Դա դեռևս խորհրդային տարիներից եկած մոտեցում Է։ Այդ տրամաբանությամբ Հայաստանի առնվազն մեկ առանցքային նախարարի և մի շարք այլ բարձրաստիճան պաշտոնյաների ընդհանրապես անհրաժեշտ Է նշանակել Հայաստանում դաշնակից պետության դեսպաններ։ Այս ամենն, իրականում, մարդու չեզոքացման տակտիկա Է։ Նրանց, ում այլ մեթոդներով հակազդելը դժվար Է, և որոնց դեմ որևէ փաստարկ չունեն, որովհետև չկա, փորձում են դրսի հետ կապի հանգամանքն օգտագործելով՝ դեմոնիզացնել և իբրև թե վարկաբեկել։ Արդեն այդպիսի Նյութեր տեսնում ենք իշխանական մամուլում։ Վստահ եմ, որ դեռ ավելիին ականատես կլինենք։ Իրականում դա նույնպես կուրության և իրականությունից կտրվածության արդյունք է։ Փոխանակ աշխատելու ստեղծված իրավիճակը հարթելու և երկիրը շահած դուրս բերելու այս ճգնաժամից, իշխանությունը խորամանկ գավառամտությամբ փորձում է կեղծ տեսություններ հնարել և ավելի խորացնել ճգնաժամը։
