Արա Զոհրաբյանը կոչ է արել ուսումնասիրել ոստիկանների արարքները և զորակցություն է հայտնել լրագրողական համայնքին

Հայաստանի Հանրապետության փաստաբանների պալատի նախագահ Արա Զոհրաբյանը հայտարարություն է տարածել վերջին օրերին տեղի ունեցող իրադարձությունների առնչությամբ: «Արմենպրես»-ի հաղորդմամբ՝ հայտարարության մեջ մասնավորապես նշված է.
«Տեսանյութերից և լրագրողների ու այլ անձանց հայտարարություններից պարզվում են, որ վերջին օրերին, մարդկանց հավաքների հետ կապված,քաղաքացիների, այդ թվում՝ մասնագիտական գործունեություն իրականացնող լրագրողների նկատմամբ,որոշ ոստիկանների կողմից կիրառվել են ֆիզիկական ուժ և հատուկ միջոցներ։ «Ոստիկանության մասին» Հայաստանի Հանրապետության օրենքը թույլ է տալիս ոստիկանությանը իրականացնել հարկադրանքի բնույթի լիազորություններ, եթե դրանց իրականացումն ուղղված է Հայաստանի Հանրապետության Սահմանադրությամբ և օրենքներով հետապնդվող նպատ ակներին, իսկ դրանց հասնելու միջոցները պիտանի են, անհրաժեշտ և չափավոր:
Իզուր չէ, որ միջազգային պայմանագրերով և ներպետական օրենսդրությամբ կարևորվում են անհրաժեշտության և համաչափության սկզբունքները։ Հարկադրանքի լիազորություն ունեցող պաշտոնատար անձինք միայն այս սկզբունքներով ղեկավարվելիս կարող են ժողովրդի մոտ ձևավորել և պահպանել արդարության զգացումը։ Այս սկզբունքները խախտելու դեպքում, անկախ նրանից, թե ինչ «վեհ» նպատակներով են դրանք խախտվել (օրինակ՝ քաղաքացու կյանքի համար վտանգավոր է ՊՊԾ գնդի մոտ գտնվելը և այդ «շահի» համար նրան պետք է «հիմնավոր» վախեցնել, որ այլևս չվերադառնա), հասարակության մոտ առաջանում են անարդարության, անպաշտպան լինելու, անվստահության և ատելության զգացումներ։ Եվ հաշվի առնելով ապրիլյան քառօրյա դեպքերի համատեքստում դրսևորված մեր հասարակության համարձակ կեցվածքը, թվարկված բացասական զգացումները մարդկանց մղում են առավել ակտիվ գործողությունների։
Ամփոփելով վերոգրյալը, Հայաստանի Հանրապետության փաստաբանների պալատը՝
- դատապարտում է՝ հարկադրական բնույթի լիազորություններ կիրառելիս պիտանիության, անհրաժեշտության և համաչափության սկզբունքները խախտած ոստիկանների գործողությունները, այդ թվում՝ լրագրողների մասնագիտական գործունեությանը խոչընդոտելու գործողությունները,
-կոչ է անում պատկան մարմիններին՝ լրիվ, օբյեկտիվ, բազմակողմանի և հրապարակային ուսումնասիրել ֆիզիկական ուժ և հարկադրանքի միջոցներ կիրառած ոստիկանների արարքները և մեղավոր անձանց ենթարկել պատասխանատվության,
- զորակցություն է հայտնում լրագրողական համայնքին»:
