Կոստանյանի հրաժարականն ունի բոլորովին այլ, նույնիսկ անսպասելի հիմք.«Հայկական ժամանակ»

«Հայկական ժամանակ» թերթը գրում է. «Երեկ տեղի ունեցած մի քանի պաշտոնանկությունների շարքում, անշուշտ, առանձնանում է ՀՀ գլխավոր դատախազ Գեւորգ Կոստանյանի հրաժարականի դիմումը: Եթե ՀՀ ոստիկանության կամ Ազգային անվտանգության բարձրաստիճան պաշտոնյաների պաշտոնանկությունը ամբողջությամբ կարելի է տեղավորել վերջին իրադարձությունների շրջանակում, ապա գլխավոր դատախազի հրաժարականը այդ շրջանակից, ըստ էության, դուրս է:
Դատախազությունը, ի տարբերություն ոստիկանության կամ ԱԱԾ-ի, առանցքային դերակատարում այս փուլում չուներ, եւ ակներեւ թերացումներ, սխալ գործողություններ կամ անգործություն գտնելը դժվար է, եթե ոչ անհնար: Ու այս ֆոնին Գլխավոր դատախազի հրաժարականը, մեղմ ասած, ուշագրավ է:
Պաշտոնապես իր հրաժարականը Գեւորգ Կոստանյանը պատճառաբանել է առողջական խնդիրներով, ինչը գոնե իր շրջապատում հիմնավոր չի թվում: Նրա առողջական վիճակում վերջին շրջանում որեւէ փոփոխություն չի եղել:
Հենց նրա շրջապատից մեզ հասած տեղեկություններով, Կոստանյանի հրաժարականն ունի բոլորովին այլ, նույնիսկ անսպասելի հիմք:
Խնդիրն այն է, որ ՀՀ պաշտպանության նախարարության ապրանքներ մատակարարող բազմաթիվ ընկերությունների մեջ առնվազն երեքը սերտորեն փոխկապակցված են Գեւորգ Կոստանյանի եւ նրա հարազատների հետ: Ապրիլյան պատերազմից հետո ՊՆ մատակարարումների ոլորտում իրականացված ստուգումների արդյունքում, ըստ մեզ հասած տեղեկությունների, պարզվել է, որ այդ երեք ընկերությունների մատակարարումներն իրականացվել են խոշոր չարաշահումներով:
Մեր աղբյուրների փոխանցմամբ, այդ ընկերությունները զբաղված են եղել սննդամթերքի մատակարարմամբ, հիմնականում մսամթերքներ, պահածոներ եւ մակարոնեղեն: Չարաշահումներից բացի այդ ընկերությունները չեն իրականացրել նման մատակարարումների համար ընդունված հմապատասխան «ստվերային մուծումները»:
Այնպես, որ, ինչպես պնդում են մեր աղբյուրները, Կոստանյանի հրաժարականի հիմնական պատճառը հենց սա է: Եթե չլինեին ՊՊԾ գնդի շուրջ հայտնի իրադարձությունները, Կոստանյանը պետք է հրաժարական տար ավելի ուշ, սակայն օգտագործելով պահը, հրաժարականը տեղի է ունեցել հիմա, որով եւ փորձ է արվելու քողարկել իրական պատճառը՝ չարաշահումները ՊՆ-ին իրականացվող մատակարարումների ընթացքում: Թե խոսքը որ ընկերությունների մասին է եւ ինչ ծավալի չարաշահումներ են եղել, թերեւս դժվար թե բացահայտվեն առաջիկայում, քանի որ ՊՆ-ի համար կատարվող գնումների մանրամասները համարվում են պետական գաղտնի»:
