«ՀՀ նախկին օմբուդսմեն, ներկայում Մարդու իրավունքների Եվրոպական դատարանում Հայաստանի դատավոր Արմեն Հարությունյանը Սյունիքի մարզպետ Սուրիկ Խաչատրյանի ազգականն է։ Մեր այս տեղեկությունը հաստատեց ինքը՝ մարզպետը։ Հարցին, թե ինչ ազգակցական կապ կա իր և նախկին ՄԻՊ Հարությունյանի միջև, նա պատասխանեց. «Նա իմ «դվայուրըդնի» քրոջ տղան է»։ Փաստորեն, ի թիվս Հայաստանի դեմ ներկայացվող այլ գանգատների, Արմեն Հարությունյանը քննելու է 2 տարի առաջ մարզպետի տան մոտ սպանված Ավետիք Բուդաղյանի հոր՝ Էմիլ Բուդաղյանի բողոքն ընդդեմ Հայաստանի։ Ազգակցական կապը կասկածի տակ է դնում Հայաստանը ներկայացնող դատավորի անաչառությունը։ Հիշեցնենք, որ Էմիլ Բուդաղյանն իր բողոքում արձանագրել է արդար դատաքննության, անմեղության կանխավարկածի, կյանքի և տեղեկություն ստանալու իրավունքի խախտումներ։ 

 Իհարկե, կարելի  էր  հուսալ, որ Հարությունյանը կմոռանա իր կապերը՝ ազգակցական, իշխանական, կփորձի դատել արդար։ Բայց նրա կենսագրությունը նման հույսի տեղ չի թողնում։ Օրինակ, նա Սուրիկ Խաչատրյանի համար Պետական կառավարման ակադեմիայի դիպլոմ է «դասավորել»։ Մարզպետն այդ ակադեմիայում սովորել է 2000-2003 թվերին և ստացել է «Պետական կառավարում և տեղական ինքնակառավարում» մասնագիտությունը։ Իսկ Արմեն Հարությունյանն այդ ժամանակ՝ 2002-2006 թթ., նշյալ ակադեմիայի ռեկտորն էր։ Ի դեպ, Արմեն Հարությունյանի եղբայրը՝ Տիգրան Հարությունյանն էլ Սյունիքում է դատախազ աշխատել։ Նա նաև Արմավիրի դատախազությունում է քննչական աշխատանքով զբաղվել, իսկ 2004 թվականին տեղափոխվել է Երևանի դատախազություն՝ նշանակվելով ավագ քննիչ։ Վերջին աշխատատեղը եղել է Մեղրիի դատախազությունը, որտեղ մի քանի ամիս աշխատանքի չի գնացել և մեխանիկորեն կորցրել է աշխատատեղը»,–գրում է թերթը։
