«Նախորդ շաբաթ օրվա իրադարձությունները գործնականում ցույց տվեցին, թե հուլիսի վերջին օրերին Բաղրամյան պողոտայում ինչու էր այդքան պրկված ՀՀ ոստիկանության պետ Վլադիմիր Գասպարյանը։

Ուրբաթ օրը, ինչպես տեղեկացրել ենք, Վլադիմիր Գասպարյանի հիմնադրած ոստիկանական «հրեշտակների» ստորաբաժանման ավագ լեյտենանտը, որ ինչպես հետագայում պարզվեց՝ 30-ամյա Արթուր Վարդգեսյանն է, «Ոտքի, Հայաստան» նախաձեռնության կազմակերպած հավաքի ժամանակ ապտակել էր հավաքի մասնակից 67-ամյա Հակոբ Նազարյանին։

Այդ պահը ֆիքսել էր armtimes.com–ի տեսախցիկը, և տեսանյութը մեր կայքում տեղադրելուց հետո կայծակնային արագությամբ տարածվեց ողջ համացանցում։ Նյութը ֆեյսբուքյան իրենց Էջերում տեղադրում էին շարքային քաղաքացիներ, մտավորականներ, լրագրողներ, տարբեր զբաղմունքի և մասնագիտության տեր մարդիկ, քաղաքականացված և չքաղաքականացված քաղաքացիներ, ու նկատելի էր, որ մարդիկ ոչ թե ուղղակի հետաքրքիր տեսանյութով են տարված, այլ նրանք ընդվզում են բառիս բուն իմաստով։ Եվ շատ արագ, գործնականում հաջորդ օրը վաղ առավոտյան ոստիկանությունը պաշտոնական լուր տարածեց, որ քաղաքացուն ապտակած ոստիկանի լիազորությունները ոստիկանության պետի որոշմամբ դադարեցված են և նշանակված է ծառայողական քննություն։


Զուտ տեխնիկապես ոստիկանության պետի այս որոշումների մեջ ոչ մի արտառոց բան չկա։ Ոմանք նույնիսկ համոզված են, որ այս մի գործն էլ կմոռացվի, կանցնի–կգնա։ Հիմա սա նույնիսկ Էական չէ։ էականը այն ֆոնն է, այն մթնոլորտը, որ հաջորդեց ապտակի մասին տեսանյութի տարածմանը։ Ակնհայտ էր, որ եթե արագ ինչ-որ քայլեր չձեռնարկվեն, հաջորդ մեկ-երկու օրերին Երևանում կարող է ձևավորվել նոր Բաղրամյան պողոտա։ Հիմա ի՞նչ կապ ունի այս ամենը Ոստիկանության պետի հուլիսվերջյան պրկվածության հետ։ Կապը այն է, որ օրինակ Վլադիմիր Գասպարյանը Վարդգեսյանի լիազորությանները դադարեցրեց ոչ թե այն պատճառով, որ այդպես էր ուզում, այդպես էր համարում ճիշտ, այլ որովհետև՝ հասկացավ, որ չի կարող այդպես չանել, որովհետև դրա հետևանքները ծանր կլինեն։ Եթե նույնիսկ ընդունենք, որ Վլադիմիր Գասպարյանը այդպես ուզում էր, եթե նույնիսկ ընդունենք, որ բոլոր դեպքերում Վլադիմիր Գասպարյանը այդպես կվարվեր, կոնկրետ այս դեպքում նա գիտի, եթե նույնիսկ ուզենար, չէր կարող այլ կերպ վարվել։ Հենց սա է Գասպարյանի պրկվածության պատճառը. Երրորդ հանրապետության ոչ մի ոստիկանապետ այսպիսի վիճակում չի եղել, որ ստիպված լինի ինչ-որ բան անել, որովհետև դա չանելը կարող է ծանր հանրային հակազդեցության արժանանալ։

 Իշխանական ներկայացուցիչները այսպիսի իրավիճակների մասին խոսելիս փորձում են ցույց տալ, թե ոստիկանությունն է փոխվել, իշխանությունն է փոխվել։ Այդ ամենը, իհարկե, այդպես չէ. իրականում փոխվել է հասարակությունը, միայն ու միայն հասարակությունը, մեր հասարակությունը դարձել է ավելի պինդ, ավելի կենսունակ, ավելի ուշադիր և սեփական իրավունքների նկատմամբ ավելի հետետղական։ Իսկ Վլադիմիր Գասպարյանը պրկված է, որովհետև հասկանում է, որ այսպիսի հասարակության պայմաններում շատ մեծ հավանականությամբ կարող են ստեղծվել իրավիճակներ, երբ ոստիկանությունը իր հազարավոր ներկայացուցիչներով, զորքով, զենքով, զրահով չկարողանա ոչինչ անել»,–գրում է թերթը։
