««Զանգվածային անկարգությունների» պատմությանը անկախ Հայաստանում ունի առնվազն 20-ամյա պատմություն, առաջին դեպքն արձանագրվել է 1996 թվականի սեպտեմբերի 25-ին։ Դրանից առաջ Էլ են եղել ընդդիմության զանգվածային ցույցեր (բնականաբար, նախագահի հրաժարականի պահանջով), բայց ցուցարարները չեն անցել որոշակի «կարմիր գիծ»։ Հիշյալ օրը ցուցարարները տապալեցին Ազգային ժողովի ցանկապատը և դաժան ծեծի ենթարկեցին Ազգային ժողովի նախագահին և փոխնախագահին (դա, հավանաբար, առաջին «ազնիվ, ռոմանտիկ պոռթկումն» էր)։ Պատճառը կեղծված նախագահական ընտրություններն էին։ Իշխանությունը ցուցարարների և ընդդիմության գործողությունները որակեց ոչ միայն որպես «զանգվածային անկարգություն», այլև շատ ավելի ծանր հոդվածով՝ որպես «պետական հեղաշրջման փորձ»։ Գլխավոր դատախազ Արտավազդ Գևորգյանը եկել էր Ազգային ժողով և մեկառմեկ միջնորդում էր այդ հոդվածով քրգործ հարացել ընդդիմադիր պատգամավորների դեմ։
Այդ օրը Ազգային ժողովի նիստի ժամանակ իշխանամետ պատգամավորները, վրեժխնդրությունից ու ատելությունից հարբած, ծեծում էին ընդդիմադիր պատգամավորներին։ Բուն սեպտեմբերի 25–ին ոստիկանները, իսկ ավելի շատ՝ երկրապահները, «կռված տղերքը», որոնք արդեն այն ժամանակ ունեին անօրինական գործելու «արտոնագիր», օդ էին կրակում ցուցարարներին խորհրդարանի բակից հանելու համար։ «Անկարգությունից» հետո բանտերը, օրենքի բազմաթիվ խախտումներով, լցվեցին ընդդիմադիր ակտիվիստներով, որոնք, ըստ հրապարակումների, խոշտանգվում էին ՝ ճիշտ է, մի քանի ամսից ազատ արձակեցին։ Որոշ քաղաքական գործիչներ ժամանակավորապես անցել էին ընդհատակ։ Արևմուտքը խստորեն դատապարտեց մարդու իրավունքների խախտումները։
Ընդդիմությունն առայսօր չի դատապարտել հարձակումն Ազգային ժողովի և դրա ղեկավարների վրա, իշխանությունն առայսօր չի դատապարտել ցուցարարների և ակտիվիստների նկատմամբ ոչ համաչափ ուժի կիրառումը։ Գլխավոր խնդիրը ես, ճիշտն ասած, այստեղ եմ տեսնում՝ յուրայինի, համախոհի, քո համակրանքը վայելողի նկատմամբ դու պետք է նույնքան խիստ լինես, որքան քո «հակառակորդի»։ Եթե դու դատապարտում ես ոստիկանների և «առանց համազգեստի մարդկանց» վայրագությունները, ապա դու պետք է ընդունես, որ ՊՊԾ գնդի գրավումը և դրա հետ կապված գործողությունները նույնպես օրենքի կոպիտ խախտում էին, ինչպես և ոստիկանական պատնեշը ճեղքելու և «տղաների հետ միանալու» որոշ ցուցարարների փորձերը։ Միակողմանի ճշմարտություն ասելու դեպքում դու պաշտպանում ես ոչ թե որևէ սկզբունք, այլ քո թիմակիցներին։
Հանուն ճշմարտության, այնուամենայնիվ, նշեմ, որ սիմետրիա այդ գործողությունների մեջ չկա։ 20 տարվա ընթացքում ձերբակալվել և դատապարտվել են հարյուրավոր ընդդիմադիր ակտիվիստներ, բայց չի ձերբակալվել ու չի դատապարտվել ոչ մի վայրագ ոստիկան և ոչ մի վայրագ «գողական»»,–գրում է թերթը։
