Մոսկվան, Թեհրանն ու Բաքուն կուսումնասիրեն Կասպից ծովում համագործակցության զարգացման հնարավորությունը՝ ներառյալ նավագնացության եւ ծովային տուրիզմի ոլորտները: Այս մասին ասված է Բաքվում անցկացված եռակողմ գագաթաժողովի արդյունքներով օգոստոսի 8-ին ընդունված հռչակագրում:
Ըստ ՌԻԱ Նովոստիի՝ Կասպից ծովը դիտարկելով որպես խաղաղության, բարեկամության, անվտանգության եւ համագործակցության ծով, կողմերը հաստատել են Կասպից ծովի իրավական կարգավիճակի մասին կոնվենցիայի անհապաղ համաձայնեցման եւ ընդունման կարեւորությունը:
Բացի այդ, «կողմերը տարածաշրջանային եւ միջազգային էներգետիկ ու տրանսպորտային միջանցքների զարգացման ճանապարհով խորացնելու են համագործակցությունն էներգետիկ եւ տրանսպորտային ոլորտներում՝ նպատակ ունենալով նպաստել տարածաշրջանի տնտեսական աճին եւ միջազգային էներգետիկ անվտանգությանը»:
Մոսկվան, Թեհրանն ու Բաքուն նաեւ սատարել են երեք երկրների էներգետիկ համակարգերի միավորումը՝ «էլեկտրաէներգիայի փոխանակման նպատակով»:
