««ժողովուրդ»–ի տեղեկություններով՝ ՀՀ իշխանությունները գտել են այն ձևը, թե ինչպես պետք է հրաժարվեն ընտրական ցուցակների կազմման նոր համակարգը ներդնելուց։ Հիշեցնենք, որ ընդամենը մեկ ամիս առաջ խորհրդարանը ՀՀ ընտրական նոր օրենսգրքում փոփոխություն կատարեց, որով նախատեսվում է ընտրական ցուցակներում ընդգրկել միայն նույնականացման քարտ ստացած կամ ստանալու համար դիմած ՀՀ քաղաքացիներին։ Ըստ այդմ, նույնականացման քարտ ստանալիս պետք է վերցվեն քաղաքացիների տասը մատների մատնահետքերը։ ԸՕ համապատասխան փոփոխությունը պետք է ուժի մեջ մանի սեպտեմբերի 1-ից հետո։ Բայց մինչ այդ համապատասխան համակարգն արդեն ձեռքբերածծ և նեոդրած պետք է լինի։ Սա կարևոր է այն իմաստով, որ Հայաստանի ընտրողների ցուցակները փաստացի «կմաքրվեն», քանի որ դրանում ներառված կլինեն միայն երկրում գտնվող ընտրողների տվյալները։

Սկզբում կասկածներ կային, որ այս նպատակի համար անհրաժեշտ 16 միլիոն եվրոն հնարավոր չի լինի հայթայթել, քանի որ ՀՀ կառավարությունը հայտարարել Էր, թե դրանից միայն 3 մլն եվրոն է հնարավոր պետբյուջեից հատկացնել։ Սակայն հետագայում հայտնի դարձավ որ միջազգային կառույցները, այնուամենայնիվ, խոստացել են հատկացնել անհրաժեշտ գումարը։ Մնում Է արդեն իշխանության ցանկությունը։ Սակայն այժմ Էլ ՀՀ կառավարությունը կարծես այլ պատճառ Է գտել, որպեսզի նոր համակարգը չներդնի։

«Ժողովուրդ»–ի տեղեկություններով՝ համակարգի ներդրման համար անհրաժեշտ սարքեր արտադրող ընկերությունները հրաժարվում են 1 –2 ամսում խնդիրը լուծելու տարբերակից։ Ու եթե նույնականացման քարտի տրամադրման համար անհրաժեշտ մատնահետքերի թիվը, որ պետք Է, ըստ նոր կարգի, վերցվի բոլոր 10 մատներից, չնվազեցվի՝ թողնելով գործող 2 մատներից վերցվելիք տարբերակը, ապա ՀՀ կառավարությունը հնարավորություն կունենա «օբյեկտիվ» պատճառներով հրաժարվել նոր համակարգը ներդնելուց։ ՉԷ՞ որ հենց մասնագետներն իրենք են ասում, որ 10 մատներից մատնահետք վերցնելու պայմաններում 1 –2 ամսում չեն կարողանա համակարգ ներդնել։ Ահա, այսպես կկանգնենք հին, մահացածներով հարուստ ընտրացուցակների փաստի առջև»,–գրում է թերթը:
