Կարծում եմ, որ Հայաստանը և Ադրբեջանն իրականում ցանկանում են գտնել այս խնդրից ելքը, որպեսզի ապրեն խաղաղության, համաձայնության մեջ, համագործակցեն և զարգացնեն տնտեսությունը: Ինչպես հաղորդում է «Արմենպրես»-ը` վկայակոչելով Կրեմլի պաշտոնական կայքը, նման հայտարարությամբ ՀՀ նախագահ Սերժ Ս արգսյանի հետ համատեղ մամուլի ասուլիսի ընթացքում հանդես է եկել Ռուսաստանի Դաշնության նախագահ Վլադիմիր Պուտինը` անդրադառնալով լեռնային Ղարաբաղի հակամարտության կարգավորման գործընթացին:
Նրա կարծիքով` Հայաստանը շահագրգռված է վերացնելու ենթակառուցվածքային, տնտեսական սահմանափակումները, զարգացնել տնտեսությունն ու ամրապնդել հայկական պետականությունը: «Դա է մեր նպատակը` ձգտել կարգավորման: Նպատակն էլ արդյունքների հասնելն է»,- նշել է ՌԴ նախագահը:
Պուտինի խոսքով` այս նույն նպատակին ձգտում է նաև ադրբեջանական կողմը, ինչի մասին վկայում են նաև իր վերջին հանդիպումներն Ադրբեջանի նախագահ Իլհամ Ալիևի հետ: «Պետք է գտնել այնպիսի մոտեցումներ և սխեմաներ, որի հետևանքով որևէ մեկն իրեն ո՛չ հաղթող, ո՛չ պարտված չզգա, այլ որ դա լինի այնպիսի որոշում, որը կմշակեն Հայաստանի և Ադրբեջանի առաջնորդները և որն ընդունելի կլինի երկու երկրների հասարակությունների համար: Իսկ Ռուսաստանը, ինչպես նաև Մինսկի խմբի անդամ այլ երկրներ կարող են հանդես գալ որպես երաշխավորներ` անհրաժեշտության դեպքում ընդունելով ՄԱԿ -ի Անվտանգության խորհրդի համապատասխան բանաձևեր»,- շեշտել է ՌԴ նախագահը:
Խոսելով սպառազինությունների խնդիրների մասին` Պուտինն ընդգծել է, որ Հայաստանի հետ այս ոլորտում համագործակցության համար Ռուսաստանն ունի համապատասխան ծրագիր: «Հայաստանը ՀԱՊԿ անդամ է, Հայաստանը մեր դաշնակիցն է: Մենք ունենք որոշակի համատեղ պարտավորություններ, իսկ Ռուսաստանը միշտ պահպանում է իր պարտավորությունները: Ժամանակակից սպառազինությունների շուկայում ցանկացած երկիր փաստացի կարող է գնել ցանկացած զենք: Եվ, ասենք, այնպիսի երկիր ինչպիսին Ադրբեջանն է` նավթարտադրող երկիր, որն ունի շուրջ 10 միլիոն բնակչություն և արագ աճող տնտեսությոն ոսկու և արժութային բավականին մեծ պաշարներ, իհարկե, ի վիճակի է զենք գնել ցանկացած տեղ: Հասկանում ե՞ք` ցանկացած տեղ: Սակայն ես հիմա չէի ցանկանա ուշադրությունը սևեռել խնդրի ռազմական կողմի վրա: Եթե մենք ցանկանում ենք խնդիրը լուծել, ապա այն պետք է կարգավորել խաղաղ միջոցներով»,- ամփոփել է Ռուսաստանի նախագահը:
