Քաղաքագետ Ստեփան Գրիգորյանը Past.am-ի հետ զրույցում ասաց, որ իր համար մեկ է՝ կառավարման նախագահակա՞ն, թե՞ խորհրդարանական համակարգ կլինի: Ըստ նրա՝ գլխավորն այն է, որ օրենքներն աշխատեն: Գրիգորյանն այն համոզմունք ունի, որ մեր երկրի խնդիրները կառավարման մոդելից չեն գալիս, այլ սահմանադրական դրույթների վատ կիրառումից:

«Օրինակ՝ այսօրվա Սահմանադրությունն արգելում է պատգամավորին զբաղվել այլ գործունեությամբ, բացի դասախոսություն կարդալուց: Սակայն ո՞ւմ համար է գաղտնիք, որ խորհրդարանականների զգալի մասը բիզնեսով է զբաղվում: Հարց. ի՞նչ երաշխիք կա, որ նույն մարդիկ խորհրդարանական համակարգին անցնելուց հետո նորից չեն անցնի ԱԺ և չեն զբաղվի գործարարությամբ»,- նշեց պարոն Գրիգորյանը:

Մեր զրուցակիցը Սահմանադրության այս նախագիծն ավելի շատ հակված է դիտարկել մարդու իրավունքների տեսանկյունից: «Քաղաքական ուժերի համար առավել կարևոր է քաղաքական մասը, ինձ համար` մարդու իրավունքների»,- ընդգծեց նա:

Պարոն Գրիգորյանը հիշեցնում է, որ մենք այսօր ունենք երեք ձայն համապետական ընտրությունների ժամանակ՝ նախագահական ընտրություններ, Աժ-ի ընտրություններ և հանրաքվեներ: «Երկու ձայնից մեզ ուզում են զրկել: Նախագահի ընտրությունը դարձնում են ոչ ուղիղ և ուզում են հանել հանրաքվեն, կամ դա անել խորհրդարանի միջոցով:

Ես չգիտեմ՝ ո՞վ է նրանց այդ իրավունքը տվել, որ ՀՀ քաղաքացիներին զրկում են համապետական ընտրությունների ժամանակ երկու ձայնից»,-ասաց քաղաքագետը և օրինակ բերեց, որ նույնիսկ Սաուդյան Արաբիայում են ընդլայնում մարդկանց ընտրական իրավունքները՝ կանանց տալով ընտրություններին մասնակցելու հնարավորություն: «Վրաստանում, Մոլդովայում, Ռումինիայում, Չեխիայում նախագահն ավելի թույլ է, բայց նրան ուղիղ ձևով ընտրում է ժողովուրդը: Այդ պետությունները հիմա նախագահական չեն: Աշխարհի միտումը հակառակն է՝ ժողովրդին տալիս են նախագահ ընտրելու իրավունք, նույնիսկ ոչ նախագահական պետություններում»,- ասաց Ստեփան Գրիգորյանը:

Պարոն Գրիգորյանի համար այս կետերն առավել էական են այն պատճառով, որ դրանք առնչվում են մարդու հիմնարար իրավունքներին: «Գիտեք, որ մարդու հիմնարար իրավունքներն են՝ կյանքի իրավունքը, քաղաքական իրավունքներից՝ խաղաղ հավաքներ անցկացնելու, իշխանություն ձևավորելու իրավունքը և այլն: Մարդուն զրկելով ընտրություններում երկու ձայնի իրավունքից՝ խախտում եք նրա հիմնարար իրավունքերից մեկը»,- շեշտեց Ստեփան Գրիգորյանը:
