«Հայկական ժամանակ» թերթը գրում է. «2016թ. բյուջեով սահմանվել է, որ այս տարվա հարկային եկամուտներն ու տուրքերը միասին կազմելու են 1 տրիլիոն 129 մլրդ դրամ: Ինչպե՞ս հաշվարկել, թե որքանով կթերակատարվի այս տարվա ցուցանիշը: Դա այնքան էլ դժվար չէ: Այս տարվա ընթացքում պետական բյուջեի հարկային եկամուտներն ու տուրքերը, ինչպես նշեցինք, պետք է կազմեն 1 տրիլիոն 129 մլրդ դրամ, ինչը 62 մլրդ դրամով ավելին է անցած տարվա փաստացի ցուցանիշից: Իսկ դա նշանակում է, որ տարվա համապատասխան ժամանակահատվածներում հավաքագրված հարկերն ու տուրքերը պետք է առնվազն 5,8 տոկոսով գերազանցեն անցած տարվա նույն ժամանակահատվածներում հավաքագրված ծավալներին: 2015թ. առաջին կիսամյակում հավաքագրվել էր 500 մլրդ դրամ հարկ եւ տուրք, իսկ 2016թ. նույն ժամանակահատվածում՝ 512 մլրդ դրամ: Աճը կազմում է 2.4 տոկոս:
Այսինքն, անցած տարվա համեմատ հարկերի եւ տուրքերի աճի տեմպը երկու անգամ ավելի քիչ է, քան պետք է լիներ բյուջեն կատարելու համար: Այսպիսով, եթե այս տարվա առաջին կիսամյակում արձանագրված միտումները տարածենք ամբողջ տարվա վրա, ապա 2016թ. պետբյուջեն կթերակատրվի 2.4 տոկոսով կամ մոտ 27 մլրդ դրամով: Ցավոք սրտի, պետք է արձանագրել, որ սա թերեւս լավագույն սցենարն է: Իրականում, թերակատարումը կլինի ավելի մեծ եւ կան նման կանխատեսման բոլոր հիմքերը:
Մեր առանց այն էլ քնկոտ տնտեսությունը սկսել է ավելի լայն հորանջել եւ ամենայն հավանականությամբ շուտով խորը քուն կմտնի»:
