Ադրբեջանի 7-ամսյա պետբյուջեն կատարվել է 1,2 մլրդ մանաթ ճեղքվածքով

Ադրբեջանի պետական բյուջեն 2016 թվականի 7 ամիսների կտրվածքով կատարվել է 1,2 մլրդ մանաթ (մոտ 600 մլն դոլար) ճեղքվածքով: Այս մասին, ինչպես հաղորդում է «Արմենպրես»-ը, հայտնում է «Ազադլըգ» թերթը` հղում կատարելով Ադրբեջանի ֆինանսների նախարարությանը:

Ըստ նախարարության տվյալների` 2016 թվականի հունվար-հուլիսին Ադրբեջանի պետբյուջե 7 մլրդ 7,5 մլն մանաթ միջոց է մուտք է գործել: Հաշվարկային ժամանակաշրջանում բյուջեից ծախսվել է 8 մլրդ 186 մլն մանաթ: Բյուջեի կատարողականում ստեղծված 1 մլրդ 186 մլն մանաթ պակասորդը եղել է ՀՆԱ-ի 3,7 տոկոս մակարդակին:

Ադրբեջանական ԶԼՄ-ներն ավելի վաղ հայտնել են, որ անցյալ տարվանից նավթի համաշխարհային գների անկման հետեւանքով ադրբեջանական մանաթի արդեն մոտ 200 տոկոսով արժեզրկման պատճառով 2016 թվականի սկզբից մինչեւ այժմ Ադրբեջանի ՀՆԱ-ն 40 տոկոսով նվազել է, Ադրբեջանի արտաքին առեւտրաշրջանառությունը մոտ կիսով չափ կրճատվել է, Ադրբեջանի տնտեսությունն սկսել է արագորեն անկում ապրել:

Մանաթի սրընթացորեն արժեզրկվելը, բնակչության կողմից դոլարով վերցրած վարկերը վերադարձնելու գործում ծագած դժվարություններն ավելի են մեծացրել խնդրահարույց վարկերի ծավալը: Միայն այս տարվա ընթացքում Ադրբեջանում չեղարկվել է Texnikabank, Bank of Azerbaijan, NBCBank, Qafqaz İnkisaf Banki, Atrabank, Gancabank եւ United Credit Bank բանկերի գործունեության թույլտվությունները: Փակվել են նաեւ «Դեմիրբանկ»-ի 4 բաժանմունքները: Ադրբեջանում բանկերի փակվելու այդ գործընթացը շարունակվում է («Թուրան»): Ադրբեջանում էլեկտրաէներգիայի տարիֆների բարձրացումից հետո պարենային ապրանքների գն երի զգալի աճ է տեղի ունեցել: Բազմաթիվ արտասահմանյան ընկերություններ դադարեցրել են իրենց գործունեությունն Ադրբեջանում եւ հեռացել այդ երկրից: Ադրբեջանում հիպոթեքային վարկերի ծավալը կիսով չափ կրճատվել է: Ադրբեջանում դոլարացումն անցել է 80 տոկոսը (ֆիզիկական անձանց ավանդների 80,5 տոկոսը արտասահմանյան արժույթով է (հիմնականում` դոլարով): Բաքվի ֆոնդային բորսայի շրջանառությունը 3,2 անգամ նվազել է:

Ադրբեջանի հարկերի նախարարությունը հրապարակել է հարկերից խուսափելու եւ հարկային պարտավորությունները չկատարելու պատճառով երկրից ելքը ժամանակավորապես արգելված ընկերությունների ղեկավարների ցուցակը, որում նշվում են 380  ընկերությունների ղեկավարների անուններ:  Վարկային վարկանիշների S&P Global Ratings միջազգային գործակալությունը Ադրբեջանի պետբյուջեի հիմնական մատակարար` պետական նավթային ընկերության` SOCAR-ի եւ էլեկտրաէներգիայի արտադրության գծով պետական մենատեր «Ազերէներժի» ԲԲԸ կառույցների երկարաժամկետ վարկային վարկանիշը հաստաել է BB մակարդակի վրա` վարկանիշի կանխատեսումը «կայունից» փոխելով «նեգատիվի»: Բաքվում հասարակական կազմակերպությունների ներկայացուցիչների հետ օրերս տեղի ունեցած հանդիպման ժամանակ SOCAR-ի տնտեսական հարցերով փոխնախագահ Սուլեյման Գասըմովը հայտարարել է, որ ընկերության ներքին պարտքը կազմում է 1,095 մլրդ դոլար, իսկ կոնսոլիդացված պարտքը` 6,3 մլրդ դոլար, կամ մոտ 9,4 մլրդ մանաթ («Թուրան»):
