«Շիրակի համալսարան» ստեղծելու գաղափարը դեռ քննարկման փուլում է: Գյումրի կատարած վերջին այցի ընթացքում ՀՀ ԿԳ նախարար Լևոն Մկրտչյանը նշեց, որ Շիրակում կա համալսարան ստեղծելու անհրաժեշտություն և դա, մի քանի հանգամանքներ հաշվի առնելով, հնարավոր է 2 բուհերի՝ պետական մանկավարժական ինստիտուտի և Երևանի պետական տնտեսագիտական համալսարանի Գյւմրու մասնաճյուղի բազաների վրա: 

Եթե Գյումրու մանկավարժական ինստիտուտի համար այս գաղափարը «շահեկան» է՝ հնարավորություն է ստանում մանկավարժական մասնագիտություններից բացի ունենալ նաև ժամանակի պահանջից ելնելով այլ մասնագիտություններ, ասենք՝ տնտեսագիտական, ապա նույն բանն, ըստ Երևանի պետական տնտեսագիտական համալսարանի Գյումրու մասնաճյուղի ներկայացուցիչների, իրենց բուհի համար չի կարելի ասել: Այս որոշումը  բուհի պրոֆեսորադասախոսական և ուսանողական կազմի դժգոհությունն է առաջացրել:

Վերջիններիս հրավերով օգոստոսի 17-ին Գյումրիում էր ՀՀ ԿԳ նախարարը: Նախարարի հետ հանդիպումն անցավ բուռն քննարկումներով: Բուհի ներկայացուցիչները նշում էին՝ տարիների ավանդույթներ ձևավորած բուհը այլ բուհի հետ միավորվելով, կկորցնի ոչ միայն իր անունը, այլ նաև ուսանողներին՝ շատերը ստիպված նոր ձևավորվող բուհի փոխարեն կնախընտրեն ուսումը շարունակել մայրաքաղաքում: Ըստ նախարարի այս փոփոխությունը բերելու է վիճակի լավացման. նախ՝ ուսանողների թվի ավելացման հետ կապված:

«Հանրապետությունում ուսանողության թվի նվազման պարագայում նկատվում է բուհերի աճ՝ մասնաճյուղերի կամ մասնավորի տեսքով:  Գյումրիում այս պահին գործում է 6 պետական բուհ, որից 5 մասնաճյուղ և միայն 1 ինքնուրույն գործող բուհ: Այս դեպքում կորչում է բուհերի առաքելությունը: Տարածաշրջանները այս դեպքում պետք է հստակեցնեն իրենց քաղաքականությունը: Գյումրիում 6 բուհերը միասին ունեն մոտ 3800 ուսանող, նրանցից միայն 2300 մանկավարժականի ուսանողներն են: Կարծում եմ՝ ժամանակն է բուհական համակարգում փոփոխություն իրականացնել և   Շիրակն ունենա իր համալս արանը: Այլընտրանք չկա. կա՛մ այս տարածաշրջանը համալսարան է ունենալու, կա՛մ հիմա հրաժարվելու ենք այս գաղափարից, բայց 4 տարի հետո ավելի լուրջ խնդրի առջև կկանգնենք:  Մեզ մոտ համալսարանական համակարգն արմատացած է,  եթե առաջ ունեինք 1 կամ 2 համալսարան, հիմա դրանք շատ են, բայց համաշխարհային կրթական իմաստով՝  համալսարան կարող է կոչվել միայն այն կրթական հաստատությունը, որը կրթական ծրագիր է իրականացնում  առնվազն երեք  կրթական ոլորտում»,- նշեց ՀՀ ԿԳ նախարարը՝ վստահեցնելով, որ որոշումը կկայացվի քննարկումներից հետո, իսկ ցանկացած որոշմա ն դեպքում բուհին տեղյակ կպահվի: 

Նախարարը նաև հավաստիացրեց, որ «Շիրակի համալսարան»-ի դեպքում տնտեսագիտական համալսարանի Գյումրու մասնաճյուղում ուսանողների կարգավիճակի և մանկավարժների աշխատավարձերի խնդիր չի լինի:
