Ուկրաինայի ԱԳ նախարար Պավել Կլիմկինը կարծում է, որ Ուկրաինայի եւ Ռուսաստանի միջեւ դիվանագիտական հարաբերությունները գոյություն ունեն միայն ձեւականորեն:
Ուկրաիանկան 5-րդ ալիքի եթերում նա նաեւ նշել է, որ Կիեւում Ռուսաստանի դեսպանի նշանակումը հնարավոր է երկու երկրների հարաբերություններում «դրական դինամիկայի դեպքում», ինչն առայժմ չկա:
«Եկեք տեսականորեն պատկերացնենք... առաջիկա օրերին ժամանում է ռուսական դեսպանը: Կարո՞ղ է նա իսկապես աշխատել... ներկա պայմաններում: Այդ պատճառով ասում եմ, որ խնդիրը թեկնածուի կամ այլ հարցերի մեջ չէ: Դեսպանների նշանակումը պետք է դրական պատմության, դրական դինամիկայի մաս կազմի: Այսօր մենք որեւէ դրական պատմություն չենք տեսնում»,- ասել է նախարարը:
Հուլիսի 28-ին Վլադիմիր Պուտինը պարտականությունների կատարումից ազատել էր Ուկրաինայում Ռուսաստանի դեսպան Միխայիլ Զուրաբովին: Դրանից հետո Ռուսաստանն Ուկրաինային հարցում էր ուղարկել՝ Միխայիլ Բաբիչին դեսպանի պաշտոնում նշանակելու համար: Սակայն Ուկրաինայի ԱԳ փոխնախարար Ելենա Զերկալն օգոստոսի սկզբին հայտարարել էր, որ Կիեւը չի քննարկում Ռուսաստանի դեսպանի նշանակման հարցը:
