«Այս տարվա ապրիլի 25-ին Երևանի Հալաբյան փողոցում ավտոբուսում հնչած պայթյունի արդյունքում զոհված երկու անձանցից մեկը՝ Ռուբեն Բալյանը, իրավապահների կողմից փաստացի ճանաչվեց որպես տեղի ունեցած ողբերգության մեղավոր։ Նրա մայրը՝ Կլարա Ոսկանյանը, «Ժողովուրդ»–ի հետ զրույցում որդու կյանքի վերաբերյալ ուշագրավ տվյալներ Է հայտնել։ Նա մասնավորապես պատմել Է, որ տարիներ առաջ, երբ որդին անազատության մեջ Է եղել, մտերիմ հարաբերություններ Է հաստատել այն ժամանակ «Նուբարաշեն» ՔԿՀ, այժմ՝ «Դատապարտյալների հիվանդանոց» ՔԿՀ պետ Արսեն Աֆրիկյանի հետ։ Ըստ կնոջ պատմածների՝ Արսեն Աֆրիկյանն իր որդուն խոստացել Է տասը հազար դոլարի դիմաց Գերմանիա տեղափոխել։ «Ես այլևս ոչ մի բանից չեմ վախենում, արդեն ամեն ինչ կորցրել եմ։ Ու խնդիրը գումարները չեն, խնդիրը որդուս կյանքն Է, որ խլեցին, նրան խելագարության հասցրին»,– պատմել Է Կլարա Ոսկանյանը, ըստ որի՝ որդին պահանջված գումարի մի մասը մահից առաջ հասցրել է վճարել Աֆրիկյանին։ Սակայն վերջինս մեզ հայտնեց, թե չի ճանաչում մորն ու որդուն»,–գրում է թերթը։
