«Ընթացիկ տարվա պետական բյուջեով քրեակատարողական համակարգի պահպանման համար հատկացվել է 8 միլիարդ 774 միլիոն դրամ, որից 4 միլիարդ 851 միլիոն դրամը երեկվա դրությամբ արդեն ծախսվել Էր։

Նշենք, որ այս գումարի առյուծի բաժինը՝ 6 միլիարդ 227 միլիոն դրամը, նախատեսված է քրեակատարողական ծառայության աշխատողներին աշխատավարձեր և հավելավճարներ վճարելու համար։ Էներգետիկ ծառայությունների, իսկ ավելի կոնկրետ, Էլեկտրական Էներգիայի և գազի վարձավճարների համար նախատեսվել Է 655 միլիոն 86 հազար դրամ, որից 569 միլիոն 86 հազար դրամը բաժին կհասնի «Հայաստանի Էլեկտրական ցանցեր» ընկերությանը, իսկ 81 միլիոն դրամը՝ «Գազպրոմ-Արմենիային»։ 73 միլիոն 563 հազար դրամ Էլ հատկացվելու Է քրեակատարողական ծառայության վարչական շենքերի ու քրեակատարողական հիմնարկների ջրամատակարարման համար։ 26 միլիոն դրամից մի փոքր ավել գումար Էլ ծախսվելու Է կապի ծառայության համար։ Քրեակատարողական ծառայության աշխատակիցների գործուղումների համար նախատեսվել Է 23 միլիոն 843 հազար դրամ, որից ծախսվել Է 2 միլիոն 884 հազար դրամը։

Քրեակատարողական հիմնարկների պահպանման գործընթացը Հայաստանի կառավարման համակարգի թերևս ամենամութ կողմերից մեկն Է։ Այս ոլորտին առնչվող խնդիրներից գուցե ամենաստվերայինը քրեակատարողական հիմնարկների նյութական ապահովման հետ կապված գործարքներն են։ Նյութական ապահովում ասելով՝ նկատի ունենք քրեակատարողական ծառայության գործունեության համար անհրաժեշտ հագուստի, սննդամթերքի և կենցաղային պարագաների ձեռքբերման գործընթացը։ Մասնավորապես, գրասենյակային նյութեր և հագուստ գնելու նպատակով ողջ տարվա համար պետբյուջեից հատկացված 219 միլիոն 674 հազար դրամ, որից 61 միլիոն 134 հազար  դրամն  արդեն  իսկ  ծախսվել Է։   Ի դեպ, «գրասենյակային նյութեր և հագուստ» տողով հատկացված գումարի առյուծի բաժինը ծախսվում Է հագուստի և կոշիկի ձեռքբերման համար։

Քրեակատարողական հիմնարկների համար անհրաժեշտ կենցաղային և սննդի նյութեր գնելու նպատակով պետական բյուջեում նախատեսվել Է 1 միլիարդ 63 միլիոն 356 հազար դրամ։ Ըստ պաշտոնական փաստաթղթերի՝ մեկուկես տասնյակ ընկերություններ քրեակատարողական ծառայությանը կենցաղային և սննդի նյութեր են ապահովում։ Առաջին հայացքից կարող Է թվալ, թե հատկապես սննդի մատակարարողների ցանկում մենք պետք Է Հայաստանի հայտնի ընկերությունների անունները հանդիպենք, քանի որ նրանք ամեն ինչ պետք է անեն նման մատակարարումների իրավունքն ստանալու համար։ Սակայն իրականում պատկերը բոլորովին այլ Է։ Սնունդ և կենցաղային պարագաներ մատակարարող ընկերությունները հիմնականում ինչ-որ անհայտ անուններ են։ Ավելին՝ երբ մի փոքր ուսումնասիրում ենք, տեսնում ենք, որ այդ ընկերությունները ընդամենը մատակարարներ են, այլ կերպ ասած՝ միջնորդներ։ Օրինակ՝ «Անանո» անունով մի ընկերություն, որը քրեակատարողական ծառայության հետ կնքած մատակարարման երկու գործարքներ ունի, ընդհանուր 164 միլիոն 245 հազար դրամի չափով, մեկ պայմանագրով պարտավորվել Է մատակարարել   հավկիթ,   ձեթ, հնդկաձավար և մսի պահածո»,–գրում է թերթը:
