Լեռնային Ղարաբաղի հակամարտության կարգավորման հասնելու ճանապարհին ղարաբաղցիների կամքը չի կարող անտեսվել: «Նոյեվ կովչեգ» թերթին տված հարցազրույցում նման կարծիք է հայտնել ԱՊՀ երկրների ինստիտուտի տնօրեն Կոնստանտին Զատուլինը:  

«Ես այս թեմայով հանդես եմ գալիս 90-ականթվականներից և գիտեմ, որ իմ կարծիքնԱդրբեջանում չեն կիսում: Վստահ եմ նրանում,ինչ տեսել եմ, ինչի ականատեսն եմ եղել:Լեռնային Ղարաբաղի Հանրապետությունը,որպես պետոթյուն, իհարկե, կայացել է: Այնգոյություն ունի` տիրապետելովպետականության բոլոր ատրիբուտներին:Դրանում վստահեցնում է ոչ այÕ քանսեփական բանակի և անվտանգության ուժերիառկայությունը, այլ այն փաստը, որ ԼեռնայինՂարաբաղում ռազմական հակամարտությանողջ ընթացքում տեղի են ունենումժողովրդավարական գործընթացներ, անցկացվում են ընտրություններ, որոնց մեծ մասին, սկսած 1994 թվականից, ես մասնակցելեմ, որպես դիտորդ: Լեռնային Ղարաբաղում մարդիկ իշխանությունը չեն փոխանցում ժառանգաբար, այլ պայքարում եմժողովրդավարական սկզբունքով ազգային ներկայացուցչության համար»,- «Արմենպրես»-ի փոխանցմամբ` ընդգծել էԶատուլինը:

Նրա խոսքով` չնայած նրան, որ Լեռնային Ղարաբաղի տնտեսությունը տուժում է շրջափակումից և հակամարտության այլհետևանքներից, &laqu o;այն կարող է դասեր տալ, այսպես ասած, ճանաչված պետություններին»: «Դրա համար էլ մարդիկսովորել են և ցանկանում են աշխատել, առկա է Հայաստանի և հայկական սփյուռքի աջակցությունը, նաև բարենպաստ կլիմայական հնարավորություններ: Այդ առումով, Լեռնային Ղարաբաղն ավելի ինքնաբավ պետություն է` ի տարբերություն միշարք պաշտոնապես ճանաչված ՄԱԿ-ի անդամ-պետությունների»,- նկատել է Զատուլինը:  

ԱՊՀ երկրների ինստիտուտի տնօրենն ընդգծել է, որ Ադրբեջանի իշխանությունների կողմից քարոզչական ծրագրով կիրառվողԼեռնային Ղարաբաղին սևացնելու բոլոր քայլերը հիմնված են նախանձի, 90-ականների պատերազմական գործողություններումպարտության նստվածքի վրա: Սակայն, ըստ Զատուլինի,  օբյեկտիվ իրականությունը նրանք չեն արտացոլում: «Եվ ես վստահ եմ,որ առանց ԼՂՀ վերջնական խոսքի` հակամա րտության որևէ կարգավորում հնարավոր չէ: Վստահ եմ, որ ԼՂ հակամարտությանկարգավորումը, նորմալ կյանքին վերադառնալը, ստատուս քվոյին հասնելը հնարավոր է: 80-90-ականների իրադարձություններիհիման վրա եղել է Լեռնային Ղարաբաղի` Հայաստանին վերամիավորվելու կամ ինքնորոշվելու կամքը, բայցոչ Ադրբեջանի մաս լինելը: Եվ այդ կամքը գերիշխում է նաև այսօր, այն կարգավորման տարբերակների և բոլորհնարավորությունների հիմքն է: Այն չի կարող անտեսվել: Ղարաբաղցիների ինքնորուշման կամքի իրագործումն անցե լ էփորձություններով և հաղթանակել 1989-1994 թվականների արյունալի պատերազմում»,- շեշտել է Կոնստանտին Զատուլինը:
