«Ժամանակ» թերթը գրում է. «Հուլիսի 14-ին Արդարադատության նախարար Հովհաննես Մանուկյանը ազատվեց աշխատանքից, եւ գրեթե մեկուկես ամիս, այդ պաշտոնը թափուր է մնում: Անցած մեկուկես ամիսների ընթացքում նախարարի մի քանի թեկնածություններ են քննարկվել, եւ մինչեւ վերջերս բոլորը սպասում էին, որ այդ պաշտոնում կարող է նշանակվել ԱԺ պատգամավոր Արփինե Հովհաննիսյանը: Հովհաննիսյանը համարվում է վարչապետ Հովիկ Աբրահամյանի մերձավոր շրջապատի ներկայացուցիչ եւ նրա անմիջական հովանավորյալ:
Արդարադատության նախկին նախարար Հովհաննես Մանուկյանը եւս նախարար էր նշանակվել Աբրահամյանի քվոտայով, եւ այդ պատճառով միանգամայն տրամաբանական էր համարվում, որ Աբրահամյանը կարող է նախարարի պաշտոնում նշանակել իր ուզած մարդուն: Մեր տեղեկություններով, երեկ ՀՀԿ գործադիր մարմնի նիստում կարող էր հայտարարվել, որ Արդարադատության նախարար է նշանակվում նախկին փոխոստիկանապետ, Արդարադատության նախարարության քրեակատարողական վարչության պետ Արթուր Օսիկյանը:
Ի տարբերություն Արփինե Հովհաննիսյանի՝ Օսիկյանը համարվում է նախագահական նստավայրին մերձ շրջանակների ներկայացուցիչը: Նա քրեակատարողական վարչության պետ է նշանակվել նախագահական նստավայրի աջակցությամբ:
Նախագահական նստավայրի եւ կառավարության ոչ բացահայտ, բայց խիստ զգալի հակամարտությունը ցույց է տալիս, որ վարչապետ Հովիկ Աբրահամյանի լիազորությունները կադրային որոշումների մասով սահմանափակ են, եւ գնալով դրանք ավել են սահմանափակվում: Որովհետեւ այն հարցը, թե ով է գործադիր իշխանության իրական տերը՝ նախագահը՝ ի դեմս իր աշխատակազմի, թե՞ կառավարությունը, մնում է բաց, եւ դա ամենին էլ չի կարգավորվում օրենքներով կամ Սահմանադրությամբ այս կամ այն կողմին վերապահված լիազորություններով: Այստեղ ավելի շատ դեր են խաղում անձնական հատկանիշները եւ անձնական կշիռը:
Եթե իսկապես այսօր ՀՀԿ գործադիր մարմնի նիստում Արդարադատության նախարար նշանակվի Արթուր Օսիկյանը, ապա դա ներիշխանական համակարգում կդիտարկվի որպես վարչապետ Հովիկ Աբրահամյանի դիրքերի թուլացման հերթական ապացույց: Ի վերջո իշխանական համակարգը հենց այդպիսի ինդիկատորների միջոցով է որոշում այս կամ այն պաշտոնյայի ազդեցությունը, եւ ըստ այդ էլ որոշում է՝ իմաստ ունի տվյալ պաշտոնյայի հետ ապագայի հույսեր կապել, թե պետք է հնարավորինս դիստանցիա պահել նրանից»:
