Fitch-ը Ադրբեջանի վարկանիշը իջեցրել է «բացասական» մակարդակի

Միջազգային վարկանիշյաին Fitch գործակալությունը տեղական եւ արտասահմանայն արժույթով դեֆոլտի էմիտենտի երկարաժամկետ վարկանիշը (IDR) հաստատել է BB+ մակարդակի, վարկանիշի կանխատեսումը` «բացասական» մակարդակի: Fitch-ը նաեւ հաստատել է արտարժույթով արժեթղթերի վարկանիշը BB+ մակարդակի: Դրա հետ մեկտեղ տեղական եւ արտասահմանյան արժույթով Ադրբեջանի կարճաժամկետ վարկանիշը հաստատվել է B+ մակարդակի:

Fitch-ը գտնում է, որ Ադրբեջանում արժեզրկման երկարաձգումը բերել է պետական ծախսերի աճի:
Fitch-ի վերլուծաբանների կարծիքով` 2016 թվականի արդյունքներով Ադրբեջանի արտաքին պետական պարտքը կանխատեսվածից բարձր կլինի: Այսպես, ըստ կանխատեսումների, արտաքին պետական պարտքը պետք է կազմի երկրի ՀՆԱ-ի 31 տոկոսը, սակայն այն մինչեւ 51,4 տոկոս մեծանալու հավանականություն կա:
Գործակալությունը նշում է, որ նավթի գների անկման ֆոնին Ադրբեջանի հարկային ցուցանիշները նվազել են, եւ 2016 թվականին պետբյուջեի դեֆիցիտը կանխատեսում է ՀՆԱ-ի 7,3 տոկոսի մակարդակի, այն դեպքում, երբ անցյալ տարի այդ ցուցանիշը կազմել էր 12.5 տոկոս:
ԱՊԱ լրատվական գործակալությունն ավելի վաղ հաղորդել էր, որ Միջազգային վարկանիշային Moody`s գործակալությունը Ադրբեջանի պետական նավթային ընկերության` SOCAR-ի CFR (Corporate Family Rating) վարկանիշը` էմիտենտի սեփական պարտավորությունները կատարելու ունակությունը հաստատել է Ba1 մակարդակի: SOCAR-ի SUR (Senior Unsecured Rating) վարկանիշը (խոշոր պարտքային պարտավորությունները) եւ դեֆոլտի հավանականության գծով վարկանիշը եւս Ba1 մակարդակի վրա է, իսկ SOCAR-ի վարկանիշների գծով կանխատեսումը ևս բացասական է:
Moody`s-ը նշել է այն ռիսկերը, որոնք կարող են բերել Ադրբեջանի տնտեսական աճի տեմպերի նվազման` հաշվի առնելով ֆինանսական հատվածում իրադրության վատացումը, բնակչության գնողունակության վրա մանաթի արժեզրկման ազդեցությունը եւ երկնիշ արժեզրկման հնարավորությունը: Ադրբեջանի մակրոտնտեսական կանխատեսումների վատացումը կապված է էներգետիկ շուկաների գնահատականի հետ, եւ նավթի գների գծով սպասումների նվազումով: Բացի այդ, Moody`s-ը նշել է Ադրբեջանի ֆինանսական համակարգի վրա ճնշման աճը, վճարային հաշվեկշռի վիճակը, ինչպես նաեւ ազգային արժույթի նկատմամբ վստահության անկումը եւ բանկային համակարգի դոլարացումը:
