ՀԷՑ-ի պահանջը հիմնավորված չէ. Հանրային խորհուրդը դիմել է Սերժ Սարգսյանին

ՀՀ Հանրային խորհրդի հունիսի 4-ին կայացած 19-րդ լիագումար նիստի ընթացքում քննարկված 3 օրակարգային հարցերի վերաբերյալ իր տեսակետները Հանրային խորհուրդը նամակի միջոցով հայտնել է Սերժ Սարգսյանին:
Մասնավորապես օրակարգի առաջին հարցի՝ էլեկտրաէներգիայի սակագնի հնարավոր փոփոխության ու Հայաստանի տնտեսության վրա դրա հետևանքների առնչությամբ ՀԽ-ն հայտնել է, որ
• ՀԷՑ-ի կողմից ներկայացված սակագնի փոփոխման պահանջի հիմնավորումը համոզիչ չէ, ընկերության կողմից կուտակված պարտքը հիմնականում գոյացել է ոչ արդյունավետ գործունեության և պատշաճ վերահսկողության բացակայության պատճառով, հետևաբար այն պետք է մարվի ոչ թե սակագների բարձրացման ճանապարհով, այլ ՀԷՑ-ի և նրա հիմնադիրների (ԻՆՏԵՐ ՌԱՕ ԵԷՍ» ՓԲԸ) կողմից;
• Լուրջ անհրաժեշտություն կա բարելավելու Հանրային ծառայությունները կարգավորող հանձնաժողովի գործունեությունը, որն իր լիազորությունների շրջանակներում պետք է կարողանա հետևել համակարգում ընթացող գործընթացներին, իր նախաձեռնությամբ կարողանա գնահատել, թե որքանով են հիմնավորված կատարվող ծախսերը, արդյունավե՞տ են արդյոք իրականացվող ներդրումային ծրագրերը և կանխատեսի հնարավոր բացասական զարգացումները;
• ՀՀ կառավարության կողմից անհրաժեշտ է մշակել հստակ չափորոշիչներ՝ էլեկտրաէներգիայի կորուստների, ծախսերի և այլնի հետ կապված, և օրենքի տեսքով ներկայացնել ՀՀ ԱԺ;
• Նպատակահարմար է ուսումնասիրել ՀԷՑ-ի մենաշնորհի վերացման և համակարգում կառուցվածքային փոփոխությունների հարցը:
Օրակարգի երկրորդ՝ ցորենի ալյուրը միկրոտարրերով հարստացնելու հարցի վերաբերյալ Հանրային խորհուրդը եկել է այն եզրակացության, որ հարցը պահանջում է ավելի լուրջ հիմնավորումներ: Չկան լուրջ բժշկական հետազոտություններ, թե ալյուրը միկրոտարրերով հարստացնելն ինչ հետևանքներ կունենա Հայաստանի բնակչության համար, հասարակության ո՞ր մասի համար է այն անհրաժեշտ և որի համար այն կարող է հանգեցնել առողջության համար անցանկալի հետևանքների: Մասնագետների կարծիքները նույնպես միարժեք չեն:
Առաջարկվել է ցորենի ալյուրը միկրոտարրերով հարստացնելու հարցը հետաձգել, մինչև լուրջ, հիմնավոր ու երկարատև գիտական հետազոտություններ կանցկացվեն, և արդյունքները կներկայացվեն հասարակությանը:
Օրակարգի երրորդ հարցի՝ համայնքների խոշորացման պիլոտային ծրագրի շրջանակներում Տավուշի և Լոռու մարզերում անցկացված հանրաքվեի արդյունքների վերաբերյալ մտահոգիչ է համարվել հանրաքվեին հանրության ցածր մասնակցությունը, ինչը խոսում է բնակչության անտարբերության և ծրագրի նկատմամբ զգուշավորության մասին: Հանրային խորհուրդը տեսակետ է հայտնել, որ հանրաքվեի արդյունքները ցույց են տալիս նաև համայնքների խոշորացման պիլոտային ծրագրի թերությունները (մասնավորապես, անհասկանալի է Հաղարծինի՝ որպես մեծ համայնքի միավորումը Դիլիջանին), ծրագրի մասին բնակչության իրազեկման ցածր մակարդակը: Անհրաժեշտ է համարվել, որպեսզի գյուղացին կարողանա տեսնել պիլոտային ծրագրի փոխկապակցվածությունը այլ ծրագրերի՝ մասնավորապես կապված համայնքներում ոռոգման ջրի, ջրահեռացման, համայնքը կենտրոնին կապող ճանապարհների և այլ համակարգերում առկա խնդիրների լուծման, տեղայնացված սերմի ապահովման, ներդրումների, գյուղատնտեսական կոոպերացիաների ծրագրի իրականացման հետ:
