ՀՀ զինանշանը պետական ստանդարտ կունենա

Վաղը գործադիրի հերթական նիստին կքննարկվի ՀՀ դրոշի եւ զինանշանի տեխնիկական պայմանների հստակեցման հարցը:
Այս մասին տեղեկանում ենք կառավարության նիստի` սեպտեմբերի 2-ի օրակարգից: Հարցը կառավարության օրակարգում կներկայացնի Մշակույթի նախարար Հասմիկ Պողոսյանը: Ինչպես տեղեկանում ենք կառավարության կայքից, ՀՀ դրոշի ՀՍՏ 50 94 ստանդարտը գործածության մեջ է մտել 1995թ. հունվարի 1-ից, եւ կառավարությունը գտնում է, որ այն ունի վերամշակման անհրաժեշտություն, իսկ ՀՀ զինանշանի համար էլ պետք է սահմանվի պետական ստանդարտ:
Տպագրությունում, հեռուստա-ռադիոեթերում, համացանցում, պաշտոնական ձեւաթղթերում, տարադրամում, շքանշաններում, ակցիզային դրոշմանիշներում, կնիքներում, վկայականներում, հավաստագրերում, անձնագրերում, պետական կառույցների շքամուտքերում, պաշտոնական հանդիպումների ընթացքում, ծառայողների համազգեստների վրա օգտագործվում են տարբեր գունային գամմաներով դրոշներ եւ զինանշաններ, որոնք, ըստ Մշակույթի նախարարության ներկայացրած նախագծի՝ հաճախ լինում են գունաթափված եւ ոչ ներկայանալի: 2011թ. Մշակույթի նախարարությունը Էկոնոմիկայի նախարարություն է ներկայացրել դրոշի եւ զինանշանի ազգային ստանդարտների մշակման վերաբերյալ առաջարկներ:
Նախագիծը մշակվել է վարչապետի հանձնարարությամբ ստեղծված պետական խորհրդանշանների ճանաչման, արժեւորման եւ հանրահռչակման ապահովման աշխատանքային խմբի եւ «Մենք» ազգային արժեքների պահպանման հիմնադրամի ու հասարակական այլ կազմակերպությունների հետ համատեղ:
Ըստ նախագծի՝ Հայաստանի դրոշի եւ զինանշանի ընդհանուր տեխնիկական պայմանները սահմանելու որոշման նախագծի ընդունումը պայմանավորված է դրոշի գույների համադրության` միջազգային գունային ստանդարտների եւ հստակ գունային գամմաների չափորոշիչների գործածմամբ, գրաֆիկագունային ձեւաչափերի ամրագրմամբ եւ զինանշանի գործածվող գունային գամմաների հստակեցմամբ ու զինանիշագիտության կանոններին ու ավանդույթներին համապատասխան առանձին դետալների, ընդհանուր կոմպոզիցիայի շտկմամբ, «Հայաստանի Հանրապետության դրոշի մասին» եւ «Հայաստանի Հանրապետության զինանշանի մասին» Հայաստանի Հանրապետության օրենքների պահանջներով:
