Ուժային կառույցները եւ կառավարությունը չպետք է օգտագործեն հասարակական անվտանգությունն ու կարգը պահպանելու իրենց պարտավորությունը որպես միջոց, որով կվախեցնեն Հայաստանի քաղաքացիներին։ Այդ մասին ասել է Հայաստանում ԱՄՆ արտակարգ եւ լիազոր դեսպան Ռիչարդ Միլսը, որը օգոստոսի 5-ին Հայաստանում ԵՄ պատվիրակության գործերի ժամանակավոր հավատարմատար Անդրեա Խալուպովայի հետ միասին հանդիպել է Հայաստանի Հելսինկյան կոմիտեի նախագահ Ավետիք Իշխանյանին:

Դեսպանը նշեց. «Վերջին երկու շաբաթների ընթացքում Հայաստանում շեշտադրվեց այն կազմակերպությունների կարեւորությունը, որոնք զբաղվում են մարդու իրավունքների պաշտպանության ու մոնիտորինգի հարցերով, որոնցից մեկն էլ  Հայաստանի Հելսինկյան կոմիտեն է: Ինչպես Հելսինկյան կոմիտեն, այնպես էլ դեսպանատունը խորապես անհանգստացած են Էրեբունու դիմակայության օրերին ոստիկանության կողմից ցուցարարների նկատմամբ անհամաչափ ուժի կիրառման ու իրենց աշխատանքն իրականացնող լրագրողներին թիրախավորելու մասին արժանահավատ հաղորդումներով: Դեսպանատունը  մտահոգված է, որ դեռեւս շարունակվում են խաղաղ հավաքներ անցկացնելու ու խոսքի ազատության իրենց իրավունքն իրացնող քաղաքացիներին բերման ենթարկելու  մասշտաբային դրսեւորումները, ինչը տեղի ունեցավ նաեւ երեկ գիշեր, երբ ցույցի ավարտին 25 ցուցարարներ ոստիկանության կողմից բերման ենթարկվեցին՝ անբացատրելի պատճառներով: Ուժային կառույցները եւ կառավարությունը չպետք է օգտագործեն հասարակական անվտանգությունն ու կարգը պահպանելու իրենց պարտավորությունը որպես միջոց, որով կվախեցնեն Հայաստանի քաղաքացիներին՝ իրացնելու խաղաղ ցույցերի  մասնակցելու իրենց իրավունքը»:

Ավետիք Իշխանյանը ներկայացրեց Հելսինկյան կոմիտեի իրականացրած աշխատանքները, հատկապես, կոմիտեի կողմից վերջին երկու-երեք շաբաթների ընթացքում հավաքների մշտադիտարկման արդյունքները, ստացված ահազանգերի եւ բողոքների ուղղությամբ ձեռնարկված քայլերը:

Իշխանյանը իր մտահոգությունը հայտնեց հավաքի մասնակիցների եւ լրագրողների նկատմամբ իրականացված բռնությունների, Հիմնադիր խորհրդարանի անդամների, քաղաքացիական ակտիվիստների եւ նրանց համակիրների նկատմամբ իրականցվող հետապնդումների եւ նրանց իրավունքների անհարկի սահմանափակումների դեպքերի վերաբերյալ:
